This issue focuses on connections between performance management and evaluation, a contentious topic at the moment. It does so by placing evaluation and monitoring under the overarching concept of performance management, and then by investigating five complementarities between performance monitoring and measurement on the one hand, and evaluation on the other. These complementarities are: Sequential Informational Organizational Methodical Hierarchical. Several case studies discuss the uses and complementarities of evaluation and performance management in contexts including national and local governments and the work of government, philanthropic foundations, and a direct-service nonprofit agency. These cases illustrate the advantages and pitfalls in utilizing evaluative approaches within the context of performance management. This is the 137th volume of the Jossey-Bass quarterly report series New Directions for Evaluation, an official publication of the American Evaluation Association.

Evaluation, renewal and change constitute a necessary and integral part of any curriculum. This book attempts to offer a blueprint on the evaluation of English for Specific Academic Purposes (ESAP) course through the example of such a course offered for the Department of Agricultural Sciences, Biotechnology and Food Science of the Cyprus University of Technology. The book is written to interest a broad spectrum of readers such as teachers of not only English but other languages as well, language teacher trainers, and curriculum developers. It is premised on the notion that effective language learning best occurs when the curriculum is systematically evaluated, reviewed and renewed. It explores current theories and practices in ESP, and then describes and discusses the different stages of the specific curriculum evaluation, results and suggestions for renewal. The book is specifically designed for ESAP practitioners. However, a wide range of audiences, including language trainers and organisations involved in language teaching, curriculum development, evaluation and renewal will find the strategies and ESAP course evaluation of this book relevant to their work.

Infertility can be defined as the failure to achieve a pregnancy within one year of regular unprotected intercourse. A specific male or female factor can be identified in approximately 80% of couples. Advances in the understanding of the causes of infertility have facilitated the development of increasingly complex diagnostic tools. The accurate detection of underlying reproductive abnormalities helps to guide management decisions and maximize treatment outcomes. A basic evaluation for infertility may be grouped into three main categories: semen analysis, assessment of ovulation, uterine and tubal evaluation. Uterine and tubal structures may be visualized using a variety of techniques, including hysterosalpingography, transvaginal sonography, sonohysterography, laparoscopy or hysteroscopy. This book provides a comprehensive overview of the current investigations and diagnostic interventions for the evaluation of infertility along with their indications and use; and also identifies areas for future research.

Evidence exists showing Theory of Mind (ToM) impairments in psychoses; however the evidence within the psychoses spectra is inconclusive. Therefore this study aimed to explore ToM ability in schizotypal and hypomanic personalities within a non-clinical population. The results supported the notion of a phenotypal continuum where ToM impairment seemed to be evident even in non-clinical populations for hypomanic personality traits; however schizotypal traits were unaffected. The fact that personality traits were highly associated was discussed in terms of a symptom-specific rather than a diagnosis-specific approach. Particular aspects of ToM are suggested to be related to specific personality types and a symptom-specific intervention is proposed.

The primary goal of this book is to enhance programing of nanorobotic agents. Precisely, we focus on agent communication mechanisms which would yield coherently coordinated swarm behavior. The metaphor we envision involves driving bee-like nanorobotic agents towards a specific target in a world like environment. Our motivation stems from the notion that successful communication of agent’s location, local density, agent velocity and agent’s distance from the target may inspire development of medically plausible algorithms that can achieve related emergent phenomenon. Precisely we propose a bee inspired swarm control algorithm that allows nanorobotic agents communication in order to converge at a specific target.

Over the term of a securitisation transaction, the concept of non-compliance enables a securitising bank to classify a securitised loan as materially non-compliant with transaction-specific, contractually agreed requirements. Such a loan becomes unqualified for loss allocation to the account of the protection sellers. Therefore, non-compliant loans can directly affect transaction performance and the extent of risk transfer that is actually achieved with the transaction. The concept of non-compliance is incorporated in many securitisations independent of the underlying assets or structure. In Germany, there are currently no specific regulatory provisions in place regarding this concept. However, a bank can use discretion when classifying a loan as non-compliant and could thus report non-compliant loans strategically. This hypothesis is tested based on a unique data set. The potential regulatory effects associated with such conduct are elaborated. Suggestions are made for a more adequate regulatory treatment of non-compliant loans.

Web services are widely used in current web based business applications, and form basis for emerging frameworks in all types of computing platforms. Current mobile agent systems implement similar mechanisms for service description, invocation and discovery. The research technique proposed in this book provides with a solution to open up the usage of mobile agent systems via the bridge of emerging Web Services (WS) standard technology to achieve interoperability. We have developed integration architecture, called "Web Service Mobile Integration" (WSMI), with twofold goal of exporting mobile agent functions with a web service interface and of simplifying access to legacy web service components from any mobile agent system. This promotes the uniform access to different mobile agent system functions, independently of the specific mobile agent implementation. We have thoroughly evaluated the Web Service Mobile Integration prototype performance, by comparing its functions with similar non-web service based facilities.

Empiricism provides the backbone of knowledge creation within social science disciplines (e.g., psychology, sociology) and applied domains of study (e.g., education, administration) alike. Yet, relative to such domainsof inquiry, comparatively little empirical research on evaluation has occurred, and the research knowledge basebeen infrequently synthesized and integrated to influence theory and practice. The proposed book aims to fillthis void with regard to participatory evaluation, a set of collaborative approaches to evaluation that isreceiving considerable attention of late, including a growing body of empirical studies. The authors begin in Part 1 with the delineation of a widely known and familiar conceptual framework forparticipatory evaluation. They then use the framework in Part 2 as a guide to conducting an extensive review of the extant empirical knowledge base inparticipatory evaluation, culminating in a thematic analysis of what we know about the approach. In Part 3 the authors focus on methodologicalconsiderations of doing research on participatory evaluation through a critique of existing studies and an explication of design choices drawn fromtheir own research program. The book concludes in Part 4 with implications for moving the field forward in terms of important research questions, methodological direction and evaluation practice. This book will be of central interest to evaluation theorists and to those who choose to conduct research on evaluation; appeal will...

A comprehensive review of the state of the art in the control of multi-agent systems theory and applications The superiority of multi-agent systems over single agents for the control of unmanned air, water and ground vehicles has been clearly demonstrated in a wide range of application areas. Their large-scale spatial distribution, robustness, high scalability and low cost enable multi-agent systems to achieve tasks that could not successfully be performed by even the most sophisticated single agent systems. Cooperative Control of Multi-Agent Systems: Theory and Applications provides a wide-ranging review of the latest developments in the cooperative control of multi-agent systems theory and applications. The applications described are mainly in the areas of unmanned aerial vehicles (UAVs) and unmanned ground vehicles (UGVs). Throughout, the authors link basic theory to multi-agent cooperative control practice – illustrated within the context of highly-realistic scenarios of high-level missions – without losing site of the mathematical background needed to provide performance guarantees under general working conditions. Many of the problems and solutions considered involve combinations of both types of vehicles. Topics explored include target assignment, target tracking, consensus, stochastic game theory-based framework, event-triggered control, topology design and identification, coordination under uncertainty and coverage control. Establishes a bridge between fundamental cooperative control theory and specific problems of interest in a wide range of applications areas Includes example applications from the fields of space exploration, radiation shielding, site clearance, tracking/classification, surveillance, search-and-rescue and more Features detailed presentations of specific algorithms and application frameworks with relevant commercial and military applications Provides a comprehensive look at the latest developments in this rapidly evolving field, while offering informed speculation on future directions for collective control systems The use of multi-agent system technologies in both everyday commercial use and national defense is certain to increase tremendously in the years ahead, making this book a valuable resource for researchers, engineers, and applied mathematicians working in systems and controls, as well as advanced undergraduates and graduate students interested in those areas.

Non-Traditional Security in Asia examines the critical security challenges faced by states and societies in Asia including health, food, water, natural disasters, internal conflict, forced migration, energy, transnational crime, and cyber security. Through the development of a comprehensive analytical framework that establishes the key ingredients to policy evaluation, the editors draw on a wide variety of experts to collaborate in investigating these crucial issues. This inclusive framework ensures that all voices are heard including those oftentimes under-represented and marginalized in society to ensure that academic and policy debates are well informed about the often complex and nuanced nature of these non-traditional security challenges.Through an investigation into these specific non-traditional security threats, Non-Traditional Security in Asia documents and evaluates many of the most pressing challenges faced by Asia today. The authors analyse the ways in which particular issues are addressed by the many stakeholders involved in the policy-making process, both within governments and across societies. The question of how these challenges are addressed across and between the different levels of global governance highlights the strengths and weakness that are directly attributable to policy successes and failures. It is through this layered and comprehensive approach, together with an evaluation of the role of stakeholders, which binds together the chapter contributions...

The impetus for this volume lives in a rich and vibrant past. It is organized to honor one of thefounders and most prolific contributors to the professional and transdiscipline of evaluation --Professor Michael Scriven, and to illuminate the future of evaluation in society. Professor Scrivenoften shares stories of his meetings with Albert Einsten and the frame-breaking evaluation revolutionhe has led against the value free doctrine of the social sciences. Both his wide eyed graduatestudents and the more grizzled evaluation veterans in his professional development workshopsquickly learn that Scriven is well traveled and has exchanged some of the boldest ideas and visions with the most brilliant thinkers ofhis time. Scriven insisted that the 2011 Stauffer Symposium and this volume be organized in that genre. He urged us to invite the mostthoughtful and influential evaluation theorists and practitioners we could find to join him in a conversation about the future of evaluationin society.Scriven challenges us to examine the five great paradigm shifts that have revolutionized the foundations of evaluation, and that hebelieves will form the basis for a much brighter future for evaluation in society. Distributed systems employed in critical infrastructures must fulfill dependability, timeliness, and performance specifications. Since these systems most often operate in an unpredictable environment, their design and maintenance require quantitative evaluation of deterministic and probabilistic timed models. This need gave birth to an abundant literature devoted to formal modeling languages combined with analytical and simulative solution techniques The aim of the book is to provide an overview of techniques and methodologies dealing with such specific issues in the context of distributed systems and covering aspects such as performance evaluation, reliability/availability, energy efficiency, scalability, and sustainability. Specifically, techniques for checking and verifying if and how a distributed system satisfies the requirements, as well as how to properly evaluate non-functional aspects, or how to optimize the overall behavior of the system, are all discussed in the book. The scope has been selected to provide a thorough coverage on issues, models. and techniques relating to validation, evaluation and optimization of distributed systems. The key objective of this book is to help to bridge the gaps between modeling theory and the practice in distributed systems through specific examples.

Inhaltsangabe:Abstract: At present, the World Wide Web faces several problems regarding the search for specific in formation, arising, on the one hand, from the vast number of information sources available, and, on the other hand, from their intrinsic heterogeneity. A promising approach for solving the complex problems emerging in this context is the use of information agents in a multi-agent environment, which cooperatively solve advanced information-retrieval problems. An intelligent information agent provides advanced capabilities resorting to some form of logical reasoning, based on ad-hoc-knowledge about the task in question and on background knowledge of the domain, suitably represented in a knowledge base. In this thesis, our interest is in the role which some methods from the field of declarative logic programming can play in the realization of reasoning capabilities for intelligent information agents. We consider the task of updating extended logic programs (ELPs), since, in order to ensure adaptivity, an agent’s knowledge base is subject to change. To this end, we develop update agents, which follow a declarative update policy and a reimplemented in the IMPACT agent environment. The proposed update agents adhere to a clear semantics and are able to deal with incomplete or in consistent information in an appropriate way. Furthermore, we introduce a framework for reasoning about evolving knowledgebases, which are represented as ELPs and maintained by an update policy....

How do people evaluate in daily life? This issue broaches this topic to better understand this dimension of being human, to develop evaluation theory, and to improve extraprofessional and professional evaluation practice. As part of a larger study addressing these issues in the lives of many professional evaluators around the world, case studies of seven early evaluation theorists and practitioners from North America were conducted. This issue contains articles with stories of some of their evaluation life experiences told and interpreted by these individuals, with commentary by an eighth evaluator. Themes that cross the cases are proposed, and responses by the individuals highlighted are shared in a final article. This is the 150th issue in the New Directions for Evaluation series from Jossey-Bass. It is an official publication of the American Evaluation Association.

The adsorption of a surface-active agent at the solid-liquid interface significantly changes the properties of the solid surface. As a result, adsorption of a surface-active agent onto a mineral oxide surface plays an important role in the field of mineral processing, soil remediation, wetting and dispersion stability and various practical fields of science. The interactions of a well-defined and simple organic acid having different functional groups, like -COOH and phenolic -OH groups, with the mineral oxide surfaces are different in the presence of different background ions. Thus ion specificity plays important role in the process of adsorption onto metal oxide surface. The influence of functionality of a surface-active agent is reflected in the adsorption kinetics, adsorption isotherms and surface complexation onto a mineral oxide surface. Nevertheless, the background electrolytes (anions and cations) also significantly govern the adsorption behaviour of a surface-active agent onto a mineral oxide surface. A surface-active agent forms either outer- or inner-sphere surface complexes with the mineral oxide surfaces depending on the chemical environment of the system.

This volume covers the computational dynamics of linear and non-linear engineering systems subject to conservative as well as non-conservative loads. Available in both paperback and hardback, the volume proposes an as simple as possible numerical evaluation of dynamic phenomena. Practically all known methods of linear spectral analysis like the Householder, Givens, Wiland, Lanczos, Jacobi, Guyan, Eberlein, etc., are clearly detailed with a critical appraisal of their advantages and disadvantages. A great number of flow diagrams and examples are given in order to facilitate the understanding and practical application. A technically experienced reader will no doubt appreciate the interpretative difficulties of a subject like random or stochastic vibration expounded in a special chapter. Non-model damping is also detailed and the highly topical direct integration methods of the equations of dynamic equilibrium receive a very broad description. Finally non-linear oscillations are analysed mostly from the computational point of view. Here the Newmark and the Hermitean algorithms receive very detailed accounts and a critical appraisal. At the same time the subject of non-linear oscillations is introduced through a semi-analytical discussion of the Duffing equation in which the various attractor systems in phase space including strange attractors for chaotic manifestation are described. This volume is the first to appear in this series of self-contained textbooks designed to present...

A novel approach to decision engineering, with a verified framework for modeling human reasoning Soft Computing Evaluation Logic provides an in-depth examination of evaluation decision problems and presents comprehensive guidance toward the use of the Logic Scoring of Preference (LSP) method in modeling complex decision criteria. Fully aligned with current developments in computational intelligence, the discussion covers the design and use of LSP criteria for evaluation and comparison in diverse areas, such as search engines, medical conditions, real estate, space management, habitat mitigation projects in ecology, and land use and residential development suitability maps, with versatile transfer to other similar decision-modeling contexts. Human decision making is rife with fuzziness, imprecision, uncertainty, and half-truths—yet humans make evaluation decisions every day. In this book, such decision processes are observed, analyzed, and modeled. The result is graded logic, a soft computing mathematical infrastructure that provides both formal logic and semantic generalizations of classical Boolean logic. Graded logic is used for logic aggregation in the context of evaluation models consistent with observable properties of human reasoning. The LSP method, based on graded logic and logic aggregation, is a vital component of an industrial-strength decision engineering framework. Thus, the book: Provides detailed theoretical background for graded logic Provides a theory of logic aggregators Explains the LSP method for designing complex evaluation criteria and their use Shows techniques for evaluation, comparison, and selection of complex systems, as well as the cost/suitability analysis, optimization, sensitivity analysis, tradeoff analysis, and missingness-tolerant aggregation Includes a survey of available LSP software tools, including ISEE, ANSY and LSP.NT. With quantitative modeling of human reasoning, novel approaches to modeling decision criteria, and a verified decision engineering framework applicable to a broad array of applications, this book is an invaluable resource for graduate students, researchers, and practitioners working within the decision engineering realm.
