The study was prompted by the realization that management in many secondary schools in Uganda was characterized by inefficiency in the areas of financial management, examination management and dissemination of information in schools which had resulted into declining academic standards yet schools had ICT facilities that could enhance effective management. The study was carried out in selected secondary schools in Central Uganda.I used a cross sectional survey design in this study and I collected data using semi-structured survey questionnaires, interviews and observation. The objectives of the paper are to assess the indigenous common property grazing land management; to show the effectiveness of village by laws in sustainable management of grazing lands; the options of certifying grazing land holdings in Borena area, to scrutinize the effect of population growth in natural resource management; and to recommend on the problems that are found in the Borena grazing land management. To achieve those objectives I have used secondary as well as primary qualitative data. Information and communication technology has direct role to play in education and if used appropriately can bring many benefits to the classroom. The potential of ICT as a tool to aid administration of schools has not been fully exploited.Despite the efforts by the stakeholders to integrate ICT in schools,the level of integration is low. Hence it is crucial to investigate the issues pertaining to the low level of adoption of ICT in schools. This study investigated the adoption and use of ICT enhancing efficiency in management of public secondary schools. In this book, the problem of management in an organization with a hierarchical structure is modeled as a hybrid multi-layer switching control problem. A novel approach is proposed to transfer a management problem to a control system problem. The supervisory control of a Discrete-Event System (DES) is used for decision making in the organization. This method takes advantage of the hierarchical structure of an organization to find the optimal solution in terms of achieving the desired scopes of the project while minimizing the resources (time and cost). Although the problem formulation is explained for a hierarchical organization, the method is general enough to be applied to any team collaboration problem including the flat structure organizations. In fact, this methodology improves the monitoring and controlling phase of the project management.
