Ukraine is one of the crucial countries in sustaining the stability and security of Europe. Due to its geopolitic situation Ukraine is dependent on both Russia and the West and thus it is very difficult for this fresh country to follow either a prominent pro-Western or a pro-Russian foreign policy. While struggling against this dilemma, Ukraine has to deal with many contributing foreign factors. The question that must be asked is if the foreign factors are the only major determinants of Ukraine's current situation or else. Actually, the internal factors that influence the foreign policy of Ukraine should not be underestimated. Nevertheless the existing neo-realist studies of Ukrainian foreign policy exaggerates the role of external factors and neglects the essential role of the inner ones. Hereby, the Ukranian foreign policy and the internal determinants of it are analyzed since 1991, with a focus on the post-Orange Revolution era. The impact of political, economic and cultural factors on Ukrainian foreign policy and the Crimean issue are also discussed.

The strategic position of the Islamic Republic of Iran at the crossroads of the Middle East, the Persian Gulf and Central Asia has made the country an important actor in world politics. Hence, understanding Iranian foreign policy is so important to craft an appropriate policy towards the state. This approach helps us to answer the question that why Iranian foreign policy toward the Western countries in general and the United States in particular, even when under systemic pressures, has remained relatively unchanged. The author believes that Holistic Constructivism is considered the most applicable theory for explaining Iranian foreign policy. Holistic constructivism links the two levels of analysis: domestic and systemic normative environment and considers them as two determining factors affecting states' foreign policy. On this basis, this research identifies the relevant "domestic" and "systemic" social discourse affecting Iranian foreign policy since the 1979 Islamic revolution.

Donald Trump has called for an about face in the foreign policy of the United States (US). A key reason is that US foreign engagements have in recent decades proved of little benefit to the US middle and working classes.Trump's opponents have challenged him to prove that he can offer a better alternative to the foreign policy which has been pursued by the US since the Second World War.This volume shows that a sane US foreign policy that adjusts US postwar trajectory can be accomplished if leaders have the courage and integrity to do so. The principles and many details of an alternative policy based on democratic nationalism are described in this book. Democratic nationalism presumes that the US is a large family in which the needs of members of the family have a certain legitimate priority over those of people abroad. While Donald Trump has raised the level of discussion of these ideas in US public life, he does not have a monopoly on them. The shifts in the US foreign policy which are envisioned in this book can be made by any president and any political party. The shifts and the considerations which motivate them are deserving of careful attention by any US chief executive. This is not a Republican agenda, nor a Democratic one. We believe that it is a US agenda.

The Arab Spring has not only affected the well-established structures in the Middle East and North Africa (MENA) but became also a touchstone for the German and French foreign policy. A lasting three-year transformation process turned out to be an unpredictable factor for the traditional German and French foreign policy principles within a novel geopolitical environment. In this respect, this study deals with the comparative foreign policy analysis of Germany and France with regard to the transformations in the MENA since 2011. Analaysis is done on the basis of constructivist role theory in connection with the Civilian Power concept. Major interest of this study is dedicated to the analysis of the foreign policy repertoire and identity of Germany and France towards the transition countries in North Africa. A question is to be answered if the challenges provoke continuity or change.

The book examines the character and effectiveness of Nigerian foreign policy in a changing world order. Viewed against the background of numerous and profound issues that have visited the conduct of the country's foreign policy in recent times, there is a perspective that believes that the delivery level of Nigerian foreign policy is not showing much promise and performance. Based on the issue areas considered in this book, the author shares the view that the nation's foreign policy towards the great powers as well as African nations has witnessed a reduction in the level of its relevance and the satisfaction it gives to the citizens and foreign friends of Nigeria. One major pathway contained in the paper therefore is the imperative of re-formulating the foreign policy to enhance its adequacy by reflecting the new dynamics in the global system. While this is going on, the urgent need to properly fund the policy must not be lost on the policy makers. This is the thrust of the book.

This book aims to explain the reasons behind Russia's international conduct in the post-Soviet era, examining Russian foreign policy discourse with a particular focus on the major foreign policy schools of Atlanticism, Eurasianism, derzhavniki, realpolitik, geopolitics, neo-Marxism, radical nationalism, and post-positivism. The Russian post-Soviet threat perceptions and national security doctrines are studied. The author critically assesses the evolution of Russian foreign policy decision-making over the last 25 years and analyzes the roles of various governmental agencies, interest groups and subnational actors. Concluding that a foreign policy consensus is gradually emerging in contemporary Russia, Sergunin argues that the Russian foreign policy discourse aims not only at the formulation of an international strategy but also at the search for a new national identity.Alexander Sergunin argues that Russia's current domestic situation, defined by numerous socio-economic, inter-ethnic, demographic, environmental, and other problems, dictates the need to abandon superpower ambitions and to rather set modest foreign policy goals.

Dismantling the myths of United States isolationism and exceptionalism, No Higher Law is a sweeping history and analysis of American policy toward the Western Hemisphere and Latin America from independence to the present. From the nation's earliest days, argues Brian Loveman, U.S. leaders viewed and treated Latin America as a crucible in which to test foreign policy and from which to expand American global influence. Loveman demonstrates how the main doctrines and policies adopted for the Western Hemisphere were exported, with modifications, to other world regions as the United States pursued its self-defined global mission. No Higher Law reveals the interplay of domestic politics and international circumstances that shaped key American foreign policies from U.S. independence to the first decade of the twenty-first century. This revisionist view considers the impact of slavery, racism, ethnic cleansing against Native Americans, debates on immigration, trade and tariffs, the historical growth of the military-industrial complex, and political corruption as critical dimensions of American politics and foreign policy.Concluding with an epilogue on the Obama administration, Loveman weaves together the complex history of U.S. domestic politics and foreign policy to achieve a broader historical understanding of American expansionism, militarism, imperialism, and global ambitions as well as novel insights into the challenges facing American policymakers at the beginning of the twe...

Do American presidents consider public opinion when making foreign policy decisions? In a democracy, it is generally assumed that citizen preferences inform public policy. For a variety of reasons, however, foreign policy has always posed a difficult challenge for democratic governance. In Paying Attention to Foreign Affairs, Thomas Knecht offers new insights into the relationship between public opinion and U.S. foreign policy. He does so by shifting our focus away from the opinions that Americans hold and toward the issues that grab the public's attention. Policy making under the glare of public scrutiny differs from policy making when no one is looking. As public interest in foreign policy increases, the political stakes also rise. A highly attentive public can then force presidents to choose foreign policies that are less politically risky but usually less effective. By tracking the ebb and flow of public attention to foreign policy, this book offers a method of predicting when presidents are likely to lead, follow, or simply ignore the American public.

Bachelor Thesis from the year 2012 in the subject Politics - International Politics - Region: Near East, Near Orient, grade: 1,3, University of Cologne (Wirtschafts- und Sozialwissenschaftlichen Fakultät der Universität zu Köln), course: Internationale Politik, language: English, abstract: During the recent years Turkey has put immense efforts in healing relations with its neighbors, establishing closer ties regarding various interest areas, be it economic, cultural or political issues and acting as a facilitator in its close environment. Interestingly, this kind of approach was increasingly voiced at various international occasions since the Justice and Development Party (Adalet ve Kalkınma Partisi-AKP) came to power in 2002. However, once one looks back in history, Turkey during the 1900s conducted a very different foreign policy strategy and viewed its close neighbors with suspicion and mistrust. This study argues that there has been a reassessment in Turkish foreign policy which has helped Turkey to acquire a new role in the Middle Eastern region. In this regard, this research aims to analyze whether there has been a changeover in Turkish Foreign policy and if so, what were the consequences regarding Turkey's relations with its neighbors. Along with that purpose, this paper will elaborate on the factors which have shaped Turkish foreign policy, primarily on economic aspirations. Furthermore, the goal of this research is to focus particularly on Turkey's relations ...

Since the beginning of the European/Common Security and Defence Policy twenty civilian missions have been deployed in post-conflict and potential crisis environments, i.e. in Afghanistan, Iraq, Georgia, the Palestinian territories, the Western Balkans, the Democratic Republic of Congo, Northern Africa and Southeast Asia. The civilian dimension focusing on establishing the rule of law, functioning institutions and security sector reform is crucial for crisis management and peacebuilding. CSDP missions are more than a regular foreign policy: they are an embodiment of direct operational engagement through the deployment of the EU personnel on the ground. Geopolitical perspective should be taken into account and CSDP activities shoud be derived from the common denominator of geopolitical interests of member states. This research sets out the main criteria for future civilian missions according to which the missions should be assessed and analyses strategic priorities of the major member states. This book aimed to make an alternative development policy which can encourage the foreign trade efficiency. In order to make the policy, the current situation of Mongolian Foreign Trade has been determined and invented the product sectors that have a chance to be developed for the further. In this book, several methods such as Revealed Comparative Advantage (RCA) method, Product Space Analysis or Monkey and Tree Model, Opportunity Index, and Gravity Model have been used to make analysis. The book illustrates that firstly, Mongolian Foreign Trade has been becoming more dependent from a single country, a single product and there is no structural shift. In other words, the most part of Mongolian export goods consist of the products that have low sophistication level and low value added, and based on natural resources. Also, the diversification of export goods basket is poor and even no unique products are included in the basket. Therefore, this book suggests an alternative development policy based on Hidalgo, Ricardo Hausmann, and Bailey Klinger’s policy recommendations and foreign trade policy experience of China whose economic performance was the best in the world last 30 years.

After the end of the Cold War and unification with the former East German GDR, Germany maintained the policy alliance paradigm with the US. However, with the 2002 opposition to the US on UN Security Council resolution 1441 on Iraq, this relationship appeared to change. Does the German decision on Iraq indicate a new foreign policy direction and what accounts for this possible change in Germany? Exogenous and endogenous factors including US policy, EU integration, Unification/Growing German self-assurance, and the opinion-policy relationship typical for advanced democratic countries are examined. Scholars of democracy have suggested that policy outputs follow public opinion in advanced democratic countries. Using time-series statistical regression analyses, I test the opinion-policy nexus in Germany with regard to the US foreign policy relationship. I find that along with several contributing factors, post-unification changes in the German electorate allowed for a reassessment of the old foreign policy paradigm as a “normal” opinion-policy relationship developed in post-Cold War Germany. From a realist’s systemic perspective however, German behavior looks a lot like balancing.

South Africa's philosophy of African Renaissance directed at rejuvenating and renewing Africa transforms the continent into an arena of peace, security and stability, was blended into MAP. The principal purpose of this thesis is to evaluate India's motives for its strong interactions with Southeast Asia. Liberals argue that both, India and the Southeast Asian countries want to exploit complementarities in their economic and social structures: This thesis however, follows a neorealist understanding of International Relations by arguing that the Look East Policy is primarily a strategy of the Indian government to counterbalance the growing Chinese influence in Southeast Asia: Due to the geographic closeness of the Asia Pacific region to the Indian subcontinent, China's presence there is particularly worrisome for India. Whereas inter-institutional horizontal consistency has focused on achieving synchronisation among the European institutions, inter-policy horizontal consistency is interested in coherent policy-making between the different external action areas, namely the Common Commercial Policy, the Common Foreign and Security Policy, the Common Security and Defence Policy, the development cooperation and the technical assistance with third countries.

The Kosovo Conflict and the surrounding events throughout the Balkans have repeatedly demonstrated that the European Union still lacks the political, judicial and military competencies in its collective approaches to security and foreign policy. Since its inception, the EU had been, and continues to be greatly dependent on its partner and ally, the United States. Hence, the EU was characterized with the Capability-Expectations Gap (CEP), stating that the international environment and the EU itself expect higher outcomes than it is actually capable of delivering. Consequently, the incidents within mainland Europe were accompanied by continuous efforts to improve their Common Foreign and Security Policy (CFSP). During the course of this paper I would like bring into view an objective assessment, in the application of the European Union's collective approach to regional and international security, and the outreach of it...

Bachelor Thesis from the year 2008 in the subject Politics - International Politics - Region: Other States, grade: 72% - First Class Honours, University of Greenwich, language: English, abstract: This paper argues that because of the new reality of the twenty-first century where the United States is beginning to decline, China is rising and North Korea has acquired nuclear capabilities, Japan may need to rethink its foreign and security policy which are deeply anchored on its alliance with Washington. In the light of these new challenges, this paper considers potential problems and constrains in Tokyo's current strategy and suggests it may not be in Japan's best interest to continue pursuing them. Finally, alternatives to Japan's security policy are considered and this paper concludes that no single alternative could replace the U.S.-Japan alliance as an effective security policy in the foreseeable future. Rather, all the alternatives pursued together would potentially lead to an efficacious option, consequently providing Japan's foreign policy with greater independence from the United States.

Research Paper (postgraduate) from the year 2011 in the subject History Europe - Germany - World War I, Weimar Republic, grade: 2+, The American University, Washington, DC (Department of History), course: Research Seminar, language: English, abstract: Schubert did not only possess foresight and the "political sagacity of an old Roman" but he was probably the most ardent proponent of a new German foreign policy in the Weimar Republic, which pursued a modern understanding of diplomacy based on multilateralism and balancing of interest among the concert of European powers. Schubert was the incarnation of German "republican foreign policy" in the 1920s, which had abandoned power politics and stressed the importance of economics and trade, negotiations and cooperation instead. He was the distinguished person in the Auswärtiges Amt, which from the beginning called and pursued a coherent and steady policy of understanding and accommodation with the Western powers (United States, Great Britain, and France). Schubert knew that Germany would only be able to regain its former great power status if it succeeded to gain the trust and acceptance of the other powers through its cooperation and reliability. In this regard, he put all his strength and efforts in the service of an operational and professional Foreign Office to direct its policy towards this end. However, German "republican foreign policy" and the emphasis of cooperation with the Western countries is hig...

Federal Social Policy. The Historical Dimension

Reflecting the growing interest in social policy history, this book provides a penetrating examination of the development of social policy in the 20th-century America. An introductory chapter serving as an overview to the field is followed by seven original essays which explore the historical context for understanding the formulation, implementation, and administration of social policy.Robert Kelly's foreword discusses the growth of policy history in recent years. In his introduction Donald Critchlow argues that ""policy history"" encompasses historical reconstructions of development in particular social policy areas and attempts to make overall sense of policy-making processes. The chapters are presented in two sections. The first, Reconstructions of Policy Developments, includes W. Andrew Achenbaum's account of federal policies toward the aged since 1920; Brian Balogh's discussion of the emergence of the Social Security Board as a political actor, from 1935 to 1939; and Judith Sealander's examination of policy formation and women's issues between 1940 and 1980. In the second section, The Historical and Institutional Contexts of Policy-making, Morton Keller addresses social policy and the liberal state in 20th-century America; Jack L. Walker examines interests, political parties, and policy formation in the American democracy; and Edward Berkowitz concludes with an essay on social welfare and the American state. With studies representative...

Daryl G Press Calculating Credibility. How Leaders Assess Military Threats

3089 руб.
Calculating Credibility examines--and ultimately rejects--a fundamental belief held by laypeople and the makers of American foreign policy: the notion that backing down during a crisis reduces a country's future credibility. Fear of diminished credibility motivated America's costly participation in the Korean and Vietnam wars, and, since the end of the Cold War, this concern has continued to guide American policy decisions. Daryl G. Press uses historical evidence, including declassified documents, to answer two crucial questions: When a country backs down in a crisis, does its credibility suffer? How do leaders assess their adversaries' credibility? Press illuminates the decision-making processes behind events such as the crises in Europe that preceded World War II, the superpower showdowns over Berlin in the 1950s and 60s, and the Cuban Missile Crisis. When leaders face the prospect of high-stakes military conflicts, Press shows, they do not assess their adversaries' credibility by peering into their opponents' past and evaluating their history of keeping or breaking commitments. Power and interests in the current crisis--not past actions--determine the credibility of a threat. Press demonstrates that threats are credible only if backed by sufficient power and only if pursuing important interests. Press believes that Washington's obsession with the dangers of backing down has made U.S. foreign policy unnecessarily rigid. In every competitive environme...

The work examines the role of energy in foreign policy, the issue that has recently come to the centre of attention in international politics. The author argues that as a result of reinforced role of energy for development of world economy, scarcity of resources, intense competition among states for them, energy security, defined as assurance of the ability to access energy resources required for the continued development of national power, has started to occupy a particularly important place in foreign policy agenda of governments. Hence, a new international energy order has emerged as a result, where states can be characterized as energy-surplus and energy deficit nations. The thesis applies two main arguments to these two groups of states and researches energy as an inalienable component of national security and its impact on relative power of states in international relations. Following general investigation of the topic with application of various examples, the work goes on to discuss one single case and apply the presented arguments to the foreign policy of energy-rich Azerbaijan.

Master's Thesis from the year 2012 in the subject Politics - International Politics - Environmental Policy, grade: 1,3, University of Southampton, language: English, abstract: Following years of incredible economic development in China, the country today is facing severe, environmental problems. This has been widely acknowledged by Chinese leaders as well as by international scholars. This work presents a detailed analysis of the foreign environmental policy of the People's Republic of China (PRC) for the period from 1972 to the present day. In recent decades, the country's behaviour changed from having an initial policy of refusal to having a more cooperative position within international negotiations, combined with voluntary agreements to reduce greenhouse gas emissions. While the central government undertook its first steps towards a green, foreign environmental policy, scholars mainly analysed this changing behaviour from a political or economic standpoint. This work, however, no longer uses 'traditional' viewpoints to explain the changing behaviour, but focuses on social structures that act as drivers for China's cooperative behaviour within global environmental governance structures. Therefore, three hypotheses are developed from a constructivist framework. According to these hypotheses, China's foreign environmental policy is driven by three incentives: its new identity as a 'green' developing country; the emergence and cascade of th...

Master's Thesis from the year 2012 in the subject Politics - International Politics - Topic: German Foreign Policy, grade: Distinction (75), University of Cambridge (POLIS), language: English, abstract: When Germany joined the United Nations Security Council in January 2011, Foreign Minister Guido Westerwelle presented a motto that would guide his country through its two-year tenure: "Responsibility, Reliability and Commitment." Less than three months after Germany took its seat, the Security Council confronted a crisis in Libya, where the government of Muammar Gaddafi was violently suppressing protesters, Westerwelle's motto was put to the test. On March 17th, 2011, the German Permanent Representative to the United Nations, Peter Wittig lifted his hand to signal Germany's abstention on Security Council Resolution 1973. By voting to abstain, Wittig formalized the most controversial German foreign policy decision of recent years. The abstention resulted in irritation among Germany's allies and an unusually heated reaction within Germany itself, causing a rift in almost all major political parties. Depending on the explanations given for the abstention, politicians and commentators have differed in their conclusions concerning what the decision means for the direction of German foreign policy. Interpretations vary from seeing the decision as a result of the particular haste and the specific circumstances of the Libya crisis to concluding that it represen...

To understand the policy environment within which refugees establish and operate their enterprises in South Africa’s informal sector, this report brings together two streams of policy analysis. The first concerns the changing refugee policies and the erosion of the progressive approach that characterized the immediate post-apartheid period. The second concerns the informal sector policy, which oscillates between tolerance and attempted destruction at national and municipal levels. While there have been longstanding tensions between foreign and South African informal sector operators, an overtly anti-foreign migrant sentiment has increasingly been expressed in official policy and practice. This report describes the strategies being used to turn South Africa into an undesirable destination for refugees, including the setting up of additional procedural, administrative and logistical hurdles; the undercutting of court judgments affirming the right of asylum-seekers and refugees to employment and self-employment; ensuring that protection is always temporary by making it extremely difficult for refugees to progress to permanent residence and eventual citizenship; and restricting opportunities to pursue a livelihood in the informal sector. The authors conclude that the protection of refugee rights is likely to continue to depend on a cohort of non-governmental organizations prioritizing migrant livelihood rights and being willing and able to pursue time-consuming and costly litigati...

The civil rights movement in the United States drew strength from supporters of human rights worldwide. Once U.S. policy makers--influenced by international pressure, the courage of ordinary American citizens, and a desire for global leadership--had signed such documents as the United Nations charter, domestic calls for change could be based squarely on the moral authority of doctrines the United States endorsed abroad. This is one of the many fascinating links between racial politics and international affairs explored in Window on Freedom. Broad in chronological scope and topical diversity, the ten original essays presented here demonstrate how the roots of U.S. foreign policy have been embedded in social, economic, and cultural factors of domestic as well as foreign origin. They argue persuasively that the campaign to realize full civil rights for racial and ethnic minorities in America is best understood in the context of competitive international relations. The contributors are Carol Anderson, Donald R. Culverson, Mary L. Dudziak, Cary Fraser, Gerald Horne, Michael Krenn, Paul Gordon Lauren, Thomas Noer, Lorena Oropeza, and Brenda Gayle Plummer.

Ronald D Eller Uneven Ground. Appalachia since 1945

2514 руб.
Appalachia has played a complex and often contradictory role in the unfolding of American history. Created by urban journalists in the years following the Civil War, the idea of Appalachia provided a counterpoint to emerging definitions of progress. Early-twentieth-century critics of modernity saw the region as a remnant of frontier life, a reflection of simpler times that should be preserved and protected. However, supporters of development and of the growth of material production, consumption, and technology decried what they perceived as the isolation and backwardness of the place and sought to "uplift" the mountain people through education and industrialization.Ronald D Eller has worked with local leaders, state policymakers, and national planners to translate the lessons of private industrial-development history into public policy affecting the region. In Uneven Ground: Appalachia since 1945, Eller examines the politics of development in Appalachia since World War II with an eye toward exploring the idea of progress as it has evolved in modern America. Appalachia's struggle to overcome poverty, to live in harmony with the land, and to respect the diversity of cultures and the value of community is also an American story. In the end, Eller concludes, "Appalachia was not different from the rest of America; it was in fact a mirror of what the nation was becoming."

After years of support for dictatorial regimes, United States foreign policy towards Latin America has changed since the 1980s. The issues that now dominate the agenda are the promotion of democracy in order to provide an environment suitable for liberal market economies and the War on Drugs that became the paramount Latin American issue in the American public perception as well as in the National Security Council. This shift of actual policies represents a continuation of the underlying goal of securing US hegemony in the Americas. With reference to Antonio Gramsci' s concept of hegemony, the author links the War on Drugs, counterinsurgency against left-wing guerrilla groups and democracy promotion, and presents a new framework for the understanding of US politics towards Latin America. This book is written for students and academics of Political Science who are looking for a fresh perspective on the War on Drugs. It may also appeal to students of American Studies and individuals interested in US foreign policy in the Americas.
