Lara Martha Susana Kinship Care Policy. Women.s Oppression . Neoliberal Familialization

Under neoliberal capitalist globalization, the deepening of women's oppression and exploitation have been notorious. Indeed, women are facing poverty all over the world, including in industrialized capitalist countries. Women living in poverty and particularly poor single mothers have been targets of the counter neoliberal reform of the capitalist welfare state. This counter reform is a gendered, classist, and complex alteration that has assaulted the social responsibilities and budgets of the welfare state. In Ontario, Neoliberal policies reinforce women's unpaid caring responsibilities and intensify the surveillance and control exerted over poor Ontarian single mothers. This qualitative case study has explored critically the role of neoliberal social policy in Ontario child welfare. Through a feminist approach and using official documentary data, the research analyzes Ontario Kinship Care Policy. The study looks at the historical and social context in which the policy was formulated, depicts the main goals of the policy, and analyzes the policy's outcomes both, for the system and for women. Possible areas of future research on this policy are presented in the conclusions.

On December 20, 2007 the judgment of the German Federal Constitutional Court stirs up a public debate on the extent of social decentralization in Germany. Preceding events: on January 1, 2005 an extensive welfare reform is enacted after what social bene…fits are now predominantly fi…nanced by the Federal Government, whereas the administration is shared by the Federal Government and the Laender. In its reasoning, the court points out that the joint administration deviates from the principle of precedence of decentralized over centralized exercise of functions1. Some fear that social decentralization connected with household mobility is a threat to distribution policy and warn against "a race to the bottom" of welfare contributions. In order to clarify the recent debate on efficient welfare policy, this work intends to empirically investigate whether such strategic interdependencies among German municipalities exist at all looking at the "old" German social system before the year 2005, where welfare policy is implemented in a predominantly decentralized framework.

Master's Thesis from the year 2005 in the subject Sociology - Political Sociology, Majorities, Minorities, grade: A (Excellent), University of Dalarna (European Political Sociology), 60 entries in the bibliography, language: English, abstract: The provision of welfare is a defining characteristic of the states in Europe, as well as the target of various reform efforts. Within the European welfare states, health care is embedded as a public affair and despite slight variations, the majority of European states guarantees most of the cost of using health services to almost all of their citizens (OECD 1992; 1994). As health care is among the most personal issues, it is also among the most politically discussed. During the 1990s, reforms were introduced in the health care sector in many European countries with the common goal to make existing health care systems more cost efficient and gain greater control over how public resources were spent within them (Mossialos/Le Grand 1999). However, expenditure cuts with regard to the health care system are politically delicate.

Through successive editions, Management and Welfare of Farm Animals has gained international recognition as a classic introductory textbook for students of agriculture and veterinary science. Conceived by the Universities Federation for Animal Welfare (UFAW), the book has always sought to promote the humane treatment of livestock within the practical business context of modern farming. Now fully revised and updated, this fifth edition remains the most comprehensive and accessible guide available. Three animal groups appear here for the first time (game birds, South American camelids, and ostriches), and a chapter on horses has also been restored. Throughout, the book offers clear advice for the humane management of all major farmed species in the primary context of large-scale food production. However, this edition also takes full account of consumer demand (and legal requirements) for alternative farming methods and enhanced welfare standards, whether in conventional agriculture or the smallest of ‘hobby' farms. Brand new chapters reflect fresh understanding of welfare science, ethics, and the role of society in ensuring the best possible farm conditions. It remains an indispensable resource for students, and for all those seeking to promote animal welfare. Published as a part of the prestigious Wiley-Blackwell – UFAW Animal Welfare series. Christina Ewig Second-Wave Neoliberalism. Gender, Race, and Health Sector Reform in Peru

The first wave of neoliberal reform that swept across Latin America in the early 1990s focused on economic policies favoring structural adjustment, such as currency devaluation, cuts in state-supplied social services, and removal of protection for domestic industry against global competition. This wave has been the subject of widespread debate and criticism for its negative impact on the most vulnerable strata of society. But the second wave of the mid-1990s, which saw the introduction of many social policy reforms, has not received nearly as much attention. Christina Ewig seeks to correct this imbalance in scholarly research by presenting a case study of the multifaceted efforts to reform the health sector in Peru under the Fujimori regime. Second-Wave Neoliberalism combines top-down analysis of policy formation with bottom-up analysis of policy implementation using both qualitative and quantitative approaches-interviews and ethnographic observations along with formal surveys. Ewig's findings lead her to conclude that neoliberal health reforms have brought greater social stratification and, in many ways, have increased gender, racial, and class inequity. But the story is complex, with real progress in some areas and surprising paradoxes in others, such as feminist involvement in family planning policy that resulted in a massive sterilization program targeting poor, indigenous women.

Master's Thesis from the year 2017 in the subject Sociology - Work, Profession, Education, Organisation, London School of Economics (International Inequalities Institute), course: Inequalities and Social Science, language: English, abstract: On 22 August 1996, President Clinton signed into law the Personal Responsibility and Work Opportunity Reconciliation Act (PRWORA), the most significant reform of the US welfare state in half a century. Since then, the press has generally claimed welfare reform to be a success despite complicated trends illustrating that for many in need of social assistance, life has gotten harder, especially for ethnic/racial minorities. As minority populations on the welfare rolls increase and become more diverse, and redistribution becomes increasingly essential to low-income individuals, it is important to analyze the ideologies and values of the US welfare state in comparison with their context. To do this, I analyze the social construction of welfare recipients in US news discourse from 1996 until 2012 using an integrated content and discourse analysis testing for presence of and patterns within stigamtizing, otherizing, and/or racialized associations with welfare recipients. Generally, my findings illustrate that stigmatization, otherization, and racialization remained prevalent within welfare discourse over the period of analysis; although functioning separately, they reinforced each other to ultimately portray welfare recipients, especially B...

Although the EU is growing ever closer as a single economic entity, the difference in wealth and economic power among its member nations - from Germany and France to Romania and Bulgaria - is still enormous. This is despite the European Union's continuous efforts to reduce welfare differences between its member states since its foundation in 1958: The long-term objective of the EU is a convergence of income and GDP per capita levels within the entire Union. This policy is known as European cohesion policy, which nowadays accounts for more than one third of the EU's total budget. The vast financial importance of the cohesion policy naturally begs two questions: Are structural funds effective in promoting economic growth? And if so, do they promote income and welfare convergence within the EU? Yet most studies so far have merely yielded fragmented results, as they only focus on single EU member states, or consist of data for short time periods. In contrast, this study captures long-term effects of structural funds in the recent past and delivers accurate and meaningful empirical results. It focuses on data for the European Regional Development Fund since this is the most important item of cohesion policy which financially supports projects that aim to foster convergence directly. In this book:- European cohesion policy; - structural funds; - European Regional Development Fund; - economic convergence; - Solow-Model; - growth theory

Europeanisation, as the term is used in this paper, is concerned with the consequences of European integration for the member and applicant states and politics within them.It is found that especially through the accession process it was easy to 'export' EU rules and principles - firstly, because the pressure to adopt EU legislation was high and secondly, because local elites were ready to take EU templates. After an introduction to the topic the second chapter presents an overview over EU environmental policy, whereas the third chapter focuses on Lithuanian environmental policy and the adaptations through the EU accession process. Benjamin Viertel Inflation Targeting in the United Kingdom

Especially since the operational introduction as central bank monetary policy framework in the early 1990s in New Zealand, the United Kingdom (UK), Canada and Sweden, inflation targeting has gained both empirical and theoretical relevance as a monetary policy strategy. In this paper I relate to inflation targeting theory and its framework in the UK. For that purpose the author first regards the development of inflation targeting in respect to other monetary policy strategies. He answers the question what the actual target variable is and why one would want to have inflation being low and stable. Then there is some complexity because the development of inflation targeting has to be viewed in relation to paradigmatic debates between Monetarist and New-Keynesian insights. He present the two fundamental views of how an inflation targeting framework should be modelled. By stating some equations from basic theoretical literature, he gives an overview about the different characteristics of that monetary policy strategy and how there is still controversy about the way of modelling. One chapter is concerned with the operational framework in the UK, including statements to historical developments at the Bank of England. The present monetary policy framework will be reviewed in detail relating to the Bank's publication policy and the inflation forecasting process. The Bank of England's model of the transmission mechanism is reviewed. This includes the interest rate setting proce...

Master's Thesis from the year 2017 in the subject Economics - Finance, , language: English, abstract: Fiscal policy is one of the macroeconomic policies which play a decisive role on economic growth; especially in developing economies which have many economic and social bottlenecks. This study examines the impacts of fiscal policy shock on Ethiopian economy; through applying static compatible general equilibrium (Stage CGE) model which allows quantifying the impacts of fiscal instrument shock on the economy and welfare of households. Fiscal problems like small tax revenue and consistent fiscal deficit put its own major influences on developing economies performance. The study uses 2009/10 Ethiopian SAM as an input for the model and applies three simulation scenarios. In the first simulation, tariff cut affects GDP and household welfare negatively. In the second simulation increasing direct tax has negative impact on total GDP. The other alternative simulation scenario is reducing direct tax and which give a positive change on the total GDP. In general, the government should reduce direct tax to improve economic performance. In addition, liberalizing tariff is not advisable for Ethiopian economy.

Seminar paper from the year 2010 in the subject Politics - Political Theory and the History of Ideas Journal, grade: 1,7, Hertie School of Governance, language: English, abstract: The welfare regime typology of the Danish sociologist Gøesta Esping-Andersen has become a modern social science classic and is widely used as a theoretical foundation for all kinds of research projects. However, his three-folded model differentiating regimes on the basis of welfare provision has also been challenged. Many studies have criticized Esping-Andersen for his non-acknowledgement of a Southern welfare regime including Greece, Spain, Portugal and Italy (...). Historic circumstances have produced fragmented welfare states which provide partly extensive state-led services, e.g. in health care, but have very limited benefits in other areas. The question remains whether "the peculiarities of these cases are variations within a distinct overall logic [or] a wholly different logic per se", as Esping-Andersen (1999, p.90) has formulated it.Claire Bamba (2005) has challenged Esping-Andersen's welfare regime typology focusing on health care and identified two additional subcategories. Masterarbeit aus dem Jahr 2016 im Fachbereich VWL - Fallstudien, Länderstudien, Note: 2,5, Technische Universität Dresden (Professur für VWL, insb. internationale Wirtschaftspolitik und Wirtschaftsforschung), Veranstaltung: Masterarbeit, Sprache: Deutsch, Abstract: The aim of this study is to analyze the Swiss debt brake as a model for controlling public finances and achieving more effective fiscal policies. Furthermore this study thus strives to contribute to the evolution of fiscal policy. While the benefits to the economy via more effective fiscal policy are straightforward, better fiscal performance is not only a matter of economics and economic welfare: ensuring all citizens' trust and belief in public finance forms a major part of democracy (and indeed of every political system). The debate over effective fiscal policies should not neglect the way in which citizens consider sustainable fiscal policy to be a central issue for future generations and a general question of responsible government and legitimacy. Before the 2015 parliamentary elections in the United Kingdom in 2015, the British Labour Party made fiscally responsible behavior its top priority in the election campaign. However, considering the developmental process of the smart school policy cycle along with analyzing of the each phases, is an essential task for the education authorities to help them in planning for the continuous improvement of the policy's outcomes.

These debates raise such questions as how should we define freedom? To what extent is freedom compatible with attempts made by the state to promote the welfare of its citizens? Does liberty reside in independence from state interference? Does the provision of welfare impose constraints on individual liberty? However this text goes further and questions whether morality should be taken into account when deciding who should receive state welfare? And whether state interference goes against human nature?

Svetlana Inkina Fluid Structure of Agenda-Setting. Reflections on President Clinton.s Attempt to Introduce a Universal Healthcare System and the Subsequent Reform of Healthcare Industry under Obama Administration

Seminar paper from the year 2010 in the subject Politics - International Politics - Region: USA, grade: A, , course: Public Policy, language: English, abstract: Based on the existing literature of policy continuity and change in American healthcare industry, my paper analyzes and compares the two reform efforts under the Obama and Clinton administrations. First, I discuss the scope of the national reform project offered by democrats during the early 1990s. Second, I question how and why similar ideas succeeded rather than failed fifteen years later. I conclude that policy proposals, which cut across the US value system, require policy entrepreneurs' combined efforts to use some of the available levers of change, based on accurate assessment of problems and target populations and the right choice of policy instruments. None of these factors, however, suffice to advance anything close to comprehensive policy change in a context of decentralized management, such as the US healthcare system.

Master's Thesis from the year 2017 in the subject Politics - International Politics - Topic: Globalization, Political Economics, grade: sehr gut, College of Europe, language: English, abstract: Foreign commercial policy represents a major domain of European integration and an exclusive policy competence for the European Union. The strategy, focus and practical approach of this EU trade policy has been continuously adapted to the new circumstances in an ever more globalised world economy. Thus, the EU uses its foreign trade policy not just for mere economic ends but also as a tool to strengthen its global political influence.Having been a champion of multilateral trade negotiations in the framework of the World Trade Organisation (WTO) throughout the 1990s, the has EU changed this strategic orientation by the mid-2000s shifting its trade policy focus from a multilateral to a bilateral strategy and initiated preferential free trade agreements (FTA) with countries and regions all over the world. Among them, the one with the largest size was the Transatlantic Trade and Investment Partnership (TTIP) with the United States of America, launched in 2013.Given the huge importance of the EU as a player in global trade, it seems relevant to examine from a political scientific perspective what have been the main reasons, drivers and motivations behind this enormous policy shift. The evolution of policy in education has been very important in determining the direction and the rate of its spread in Nigeria. As one moves from one area or era to another, weak policy or lack of policy has created unforeseen problems that have had long-lasting consequences that color how much and what type of education was deemed suitable for a milieu. A lack of understanding of the role of policy has been responsible for many failed interventions in education. This book traces the evolution of policy and attempts to show the correlation between clearly articulated policies and the suitability of the output of the system to respond to the needs of the society.

The paper adopts the partial equilibrium analysis for empirical evaluation of the effect of export quotas and taxes with 5%, 10%, 15% and 20% rates under the assumption of a "small" county case. For this purpose the paper provides the required domestic demand and supply, and import demand elasticities. On the basis of the estimated price elasticities a quantitative estimation is conducted on the welfare effects of wheat producers, consumers, the government and the country as a whole. The econometric results demonstrate that export quotas are not desirable for national welfare, and export taxes are sound alternatives.

The Carver Policy Governance Guide series includes six booklets that offer board members a description of John Carver's Policy Governance model of board leadership. Policy Governance enables a board to fulfill its accountability to its organization's «owners,» whether the owners are association members, city residents, company shareholders, or a community of interest. Policy Governance addresses the board's engagement in financial, programmatic, and personnel matters; roles of officers and committees; reporting and evaluation; agendas; and other aspects of the board job. Implementing Policy Governance and Staying on Track shows boards how they can apply the principles of the Policy Governance model and change the way they govern in practice. The guide cuts across various aspects of the Policy Governance model and challenges board members to move from concepts to practice. The Policy Governance model is based on the functions rather than the structure of a governing board. It outlines commonsense principles about governing that fit together into an entire system. The practices of the Policy Governance board, which are consistent with the principles, allow it to control without meddling, focus on long-term organizational outputs, powerfully delegate to a CEO and staff, and discharge its fiduciary responsibility in a visionary, strategic manner. Because the model is a total system, the Carver Policy Governance Guide series offers boards a complete set of principles for fulfilling their various obligations.

This book takes a closer look at the arguments of key stakeholders in the policy process pertaining to the inclusion of aviation in the EU ETS, and examines why certain stakeholders seemingly are able to influence policy development more successfully than others.

The past decade saw heightened policy activism in the field of reading at both the federal level and across virtually all 50 states. Initially sparked by disagreements about methods for teaching children to read, the so-called "reading wars" stirred heated debates on a variety of issues: levels and trends of reading achievement, pedagogy, standards and assessment, and education equity, among others. Embedded within these debates were the political agendas of state executives and legislatures, the interests of advocacy groups, and the ideologies of reading professionals, which were collectively shaping state reading policy development. Drawing primarily on interviews with 366 policy actors from nine states, this book presents a comprehensive investigation of the state reading policy domain employing multiple theoretical frameworks and research methods. Using social network analysis, the authors examined the interplay among a plethora of policy actors embedded in reading policy networks. They explored in depth policy actors' divergent beliefs on key reading-related issues, the causal stories told, and the policy solutions proposed. In addition, they examined the variety of lobbying tactics that interest groups utilized to gain influence over the policymaking process and to advance their policy agenda. As the most significant research endeavor in the area of state reading policy to date, this cross-state comparative study sheds light on the multifaceted nature and th...

The future of any nation depends largely on the quality of its youth. Nigeria established a Youth Policy in 2001, to be a guide towards achieving youth development in the country. However, the condition of the youth in the country has remained appalling. The need to review the policy process of the National Youth Development Policy (NYP) as an instrument for addressing the problems of the youth in the Fourth Republic engendered the writing of this work. With the aid of Systems Theory of David Easton and using the traditional method of data collection and analysis, the book reviews government's efforts towards actualizing the goals of this policy. The book is arranged in five chapters. Chapter one lays the foundation of the book. Chapter two is the literature, theoretical framework and conceptual clarifications. Chapter three gives the historical evolution of the NYP of Nigeria. Chapter four reviews the implementation of the Youth Policy using thematic areas like education, etc. Chapter five is the conclusion. The book is recommended for students and teachers of politics, public policy and government, policy makers, NGOs and the general public as it concerns the entire society.

Ilana Lowy, John Krige Images of Disease: Science, Public Policy and Health in Post-war Europe

By the mid-twentieth century, public health concerns in Europe had shifted away from infectious diseases toward nonepidemic afflictions and problems. At the same time, European polities began investing in health care and biomedical research like never before. In the environment of the Cold War, improvement in the health of the population became one of several standards by which the successes and failures of liberal, fascist, and communist welfare states were measured. This volume, arising out of a conference held in Barcelona in 1998, explores European images of and policies toward health and illness after 1945. The essays focus on four major areas in postwar health policy: tuberculosis, cancer, addiction, and natalist health care. One of the strengths of this volume is the willingness of its authors to discuss cultural representations of health and illness alongside developments in policy. Ilana Löwy, for instance, explores the ways in which new cancer therapies were portrayed as cellular soldiers and researchers as innovative [End Page 483] and heroic saviors. Essays by Dagmar Ellerbrock and Barbara Markiewicz show how German, American, and Polish initiatives to combat tuberculosis were transformed into metaphors for contemporary political struggles. The contributions of Nikolai Krementsov and Lyubov Gurjeva provide us with suggestive insights into the possibilities for writing cultural histories of Soviet medicine. Of interest, too, is the volume's attention to the postwar...

Urban policy makers are increasingly striving to strengthen the economic competitiveness of their cities. Currently, they do that mainly in the field of the creative knowledge economy – arts, media, entertainment, creative business services, architecture, publishing, design; and ICT, R&D, finance, and law. This book is about the policies that help to realise such objectives: policies driven by classic location theory, cluster policies, ‘creative class’ policies aimed at attracting talent, as well as policies that connect to pathways, place and personal networks. The experiences and policy strategies of 13 city-regions across Europe have been investigated: Amsterdam, Barcelona, Birmingham, Budapest, Dublin, Helsinki, Leipzig, Milan, Munich, Poznan, Riga, Sofia and Toulouse. All have different histories and roles: capital cities and secondary cities; cities with different economies and industries; port-based cities and land-locked cities. And all 13 have different cultural, political and welfare state traditions. Through this wide set of contexts, Place-making and Policies for Competitive Citiescontributes to the debate about the development of creative knowledge cities, their economic growth and competitiveness and advocates the development of context-sensitive tailored approaches. Chapter authors from the 13 European cities rigorously evaluate, reformulate and test assumptions behind old and new policies. This solidly-grounded and policy-focused study on the urban policy of place-making highlights practices for different contexts in managing knowledge-intensive cities and, by drawing on the varied experiences from across Europe, it establishes the state-of-the-art for both academic and policy debates in a fast-moving field.

Due to its success in many developed and developing countries, the Central Bank of Egypt announced its intention to introduce inflation targeting regime to anchor its monetary policy when the basic prerequisites are satisfied. The book outlines the theoretical justification behind choosing inflation targeting and discusses its advantages and disadvantages, as well as compares it with other monetary regimes. A.C. Pigou The Economics of Welfare

In The Economics of Welfare, originally published in 1920, Pigou reconceptualized economics as a science of economic welfare, in the course of which he developed the first systematic theory of market failures. Employing Alfred Marshall's theoretical framework and the utilitarian logic of Henry Sidgwick, he argued that the Smithian 'system of natural liberty' can fail to maximise economic welfare in three crucial spheres. Economic transactions grounded in the free play of self-interest may achieve a suboptimal allocation of resources by producing spillovers; they may maldistribute the national income, damaging much of the population; and they may generate business cycles, causing unemployment as well as income and consumption instabilities. In his analysis of how to repair these failures, Pigou made an elaborate, carefully reasoned case that interventions in otherwise unfettered markets may be in order. This reissued classic includes a new introduction by Nahid Aslanbeigui and Guy Oakes, who offer fresh ideas on The Economics of Welfare as a treatise that cannot be reduced to a programmatic collection of taxes and subsidies designed to maximise economic welfare. They also spell out the implications of Pigou's thought for contemporary economics.

As we will see in this paper, the issues of liberalization are very complex. Many different areas like, for example, growth, inflation or the labor market are affected by it. For some areas, empirical research supports theory and delivers sustainable and significant results. For others, theory is inconsistent or not supported by evidence from the real world. Some special ones, like for instance welfare or productivity, even show that it is important to split up the results to see whose welfare is increased or which's branch productivity is affected. Another interesting point is the connection between crises and capital account liberalization. Due to the financial crises that occurred in the aftermath of liberalization the concept has been controversially debated by academics for a long time. The real connection between these two issues is not yet clear. The structure of this paper is as follows. Section 2 will give short case studies of countries that liberalized their capital account. Section 3 is meant to endow the reader with some basic tools that will be important for the understanding of the concepts that will be presen...

On the one hand, this prevents mothers from participating actively in the labour market, while on the other hand, it gives fathers little time to spend with their children. Traditionally, national welfare states have regulated this kind of inequality in accordance with society's norms and values, by providing a framework of services (e.g. public childcare facilities), monetary transfers (child-rearing benefits), and leave regulations (parental leave), thus creating incentives and disincentives for mothers (and fathers) to work and/or to look after the children at home. National arrangements vary considerably across the different states, whether they be geographically and culturally close or remote, whether they belong to the same or to a different welfare state regime. A good example for such differences are child-care arrangements in Germany and France. Although neighbours and both conservative-corporatist welfare states, they have developed very different approaches in dealing with the problem of labour market participation of women with children. In the past 20 years, welfare s...

George E. Deboer The Role of Public Policy in K-12 Science Education

A volume in the series: Research in Science Education. Series Editor(s): Dennis W. Sunal, University of Alabama and Emmett L. Wright, Kansas State UniversityThe goal of this volume of Research in Science Education is to examine the relationship between science education policy and practice and the special role that science education researchers play in influencing policy. It has been suggested that the science education research community is isolated from the political process, pays little attention to policy matters, and has little influence on policy. But to influence policy, it is important to understand how policy is made and how it is implemented. This volume sheds light on the intersection between policy and practice through both theoretical discussions and practical examples. This book was written primarily about science education policy development in the context of the highly decentralized educational system of the United States. But, because policy development is fundamentally a social activity involving knowledge, values, and personal and community interests, there are similarities in how education policy gets enacted and implemented around the world. This volume is meant to be useful to science education researchers and to practitioners such as teachers and administrators because it provides information about which aspects of the science education enterprise are affected by state, local, and national policies. It also provides helpful information for researchers and...
