In Bangladesh institutional response to crime against humanity of 1971 has been limited to maximalist and minimalist approach through tribunal and amnesty. Legalism and realism has dominated the debate around institutional response. Seemingly the government is unable to ensure retributive justice for all the crimes committed in 1971 and this creates scope to rethink if restorative justice can be applied for the major crimes remaining unaddressed under retributive mechanism. Maximalist approach through trial had been problematic as the post war initiative stalled for political constraints whereas restorative mechanism has inherent challenges in the context of Bangladesh. Minimalist approach was not free from criticism as perpetrators were benefited through that. Role of international organizations and other state actors was not sufficient to initiate redress to the crime as most of those actors only responded when the government reinitiated the justice process in 2009. Social organizations and social movement played effective role to mainstream the issue of justice in national policy and social response to crime against humanity has emerged as subsidiary to institutional response.

Results are analyzed and a determination made to see whether temperature and precipitation and crime have a statistically significant relationship and whether the relationship is positive or negative.

Raskolnikov also justifies his actions by mentally associating himself with Napoleon Bonaparte, believing that murder is permissible in pursuit of a higher purpose, only to find out, of course, that he is not Napoleon. It is considered as a critical aspect of the Criminal Justice System and refers to 'repeated or habitual criminal behaviour' (Taylor, 1984). The assumption made here is that, when the crime rate increases, the number of individuals committing crimes increases. In other words the rate of recidivism is increasing. Recidivism is the act of a person repeating an undesirable behaviour after they have either experienced negative consequences of that behaviour, or have been treated or trained to extinguish that behaviour. It is also known as the percentage of former prisons who are arrested. Dr. Ken Pryce (1982), states that 'recidivism simple means repetitive criminal or deviate behaviour among low income offenders and usually implies that the treatment or punishment has failed to bring about a permanent change or cure.' Although the death penalty as a punishment was applied by all countries until recent years, during the nineteenth and early twentieth century it was abolished in a number of states.Amnesty International, has described Singapore as the world's hanging capital. Singapore an authoritarian state practices capital punishment and has the highest execution per capita. Singapore issues the mandatory death penalty predominantly forthe offence of drug trafficking among others. By imposing the mandatory death penalty, discretion is taken away from the judiciary. Discretionary powers taken away from judges, precludes them from looking into the extenuating and particular circumstances of the individual cases. For these reasons, there is a need to examine legislation prescribing such a sanction which automatically takes away an individual's life. Notably, one may wonder whether such a draconian punishment in a contemporarysociety violates the fundamental right of an individual.The primary reason for the imposition of the mandatory death penalty is deterrence and incapacitation.
