Caribbean economies have been faced with mounting challenges arising from the increasing pace of economic globalization. The financial crisis of 2007 further exacerbated economic instability due to high foreign debt, lack of competitiveness, declining productivity, and high unemployment and underemployment. This in turn has precipitated increasing social and environmental problems, including poverty, inequality, crime and violence, and environmental degradation, all of which require new perspectives and policy approaches for transformative change and sustainable development. In this two volume multidisciplinary edited book The Modern Caribbean Economy, Volume I provides scholars and practitioners with alternative theoretical perspectives and concrete policy recommendations, while Volume II discusses economic, industrial, and social problems facing the Caribbean along with pragmatic proposals to successfully deal with these, while building local resilience and enhancing institutional strength in the region.

What if development agencies and researchers are not driven by policy? Suppose that the things that make for 'good policy' - policy that legitimises and mobilises political support - in reality make it impossible to implement?By focusing in detail on the unfolding activities of a development project in western India over more than ten years, as it falls under different policy regimes, this book takes a close look at the relationship between policy and practice in development. David Mosse shows how the actions of development workers are shaped by the exigencies of organisations and the need to maintain relationships rather than by policy; but also that development actors work hardest of all to maintain coherent representations of their actions as instances of authorised policy. Raising unfamiliar questions, Mosse provides a rare self-critical reflection on practice, while refusing to endorse current post-modern dismissal of development.

Winner of the Royal Town Planning Institute award for research excellence This critical examination of the development and implementation of planning gain is timely given recent changes to the economic and policy environment. The book looks both at the British context as well as experience in other developed economies and takes stock of how the policy has evolved. It examines the rationale for planning gain, how it has delivered substantial funds for infrastructure and affordable housing and, in the light of this, how it might continue to play a role in the funding of these. It also draws on overseas experience, for example on impact fees and public sector land assembly. It looks at lessons from the past for future policy, both for Britain and for countries overseas. Mechanisms to tap development value are also a global phenomenon in developed market economies – whether through formal taxation or negotiated contributions. As fiscal austerity becomes an increasingly challenging issue, ‘planning gain’ has grown in importance as a potential source of funding for infrastructure and new affordable housing, with many countries keen to examine, learn from, and adapt the experience of others. a critical commentary of planning gain as a policy timely post credit crunch analysis addresses recent planning policy changes

The book describes the world's oldest human settlements during the rather long and diversified sets of civilizations and cultural epochs in the regions, which are now situated within the territorial limits of Pakistan, and highlights three historical periods, namely (i) the age of neolithic settlements, (ii) the Indus Valley civilization, and (iii) the period of precolonial empires and kingdoms and against this backdrop deals with the human settlements of the colonial and postcolonial period in Pakistan. The main motivation for writing this book has been threefold. First, to increase the awareness among the current and prospective students of town planning in particular and the planners at large, in general, about the evolutionary process of town planning in Pakistan. Second, to identify some of the shortcomings, gaps, and overlapping in the process of planning and development of towns in Pakistan. And third, to emphasize the need to undertake further research about the various facets of the subject area. This book is a time series rather than a cross-sectional analysis of the Evolution of Town Planning in Pakistan. It attempts to highlight the various processes and geopolitical landmarks during the nine-thousand-years-long evolutionary processes of physical planning and development in the Indian subcontinent in general and those in Pakistan in particular. This work aims to analyze the impact of final expenditure components on import demand in Pakistan. Studying Import demand behaviour is important in economic literature because it has vast implications in tackling the problem of trade deficit faced by most of the developing and less developed countries of the world. It is more than just theoretical debate because it contains a rigorous empirical analysis by using the modern econometric techniques. Although it is a case study of developing South Asian country, Pakistan, yet the inference drawn may also be helpful for the policy makers of other developing countries facing the same situation. This information may also be useful for efficient utilization of both expenditure switching and expenditure dampening policies to overcome the above mentioned problem of trade deficit. This work is also helpful in providing directions for industrial policy.

This book has empirically investigated the impacts of Pakistan's demand management policies on foreign sector. The transmission mechanism between monetary policy and aggregate demand has been analyzed by using the monetary approach, which depicts that disequilibrium in the balance of payments is the result of domestic money market imbalance. Pakistan is the 27th largest economy of the world in terms of purchasing power parity. During 1970s and 1990s, economic performance of Pakistan remained poor due to nationalization of various sectors and macroeconomic mismanagement. Pakistan's economy became one of the four fastest growing economies in the South Asia during 2000-2007, which was the result of effective strategies of the monetary authorities. Presently, the economy is suffering due to poor law and order situation and nation's involvement in the War on Terrorism. The findings of the study are: government budget deficit has significant impact on money supply and increase in money supply has deteriorated the balance of payments proportionally during the period of 1965-99. These empirical findings have equal importance for academicians as well as economic managers of the country.

Reflecting the growing interest in social policy history, this book provides a penetrating examination of the development of social policy in the 20th-century America. An introductory chapter serving as an overview to the field is followed by seven original essays which explore the historical context for understanding the formulation, implementation, and administration of social policy.Robert Kelly's foreword discusses the growth of policy history in recent years. In his introduction Donald Critchlow argues that ""policy history"" encompasses historical reconstructions of development in particular social policy areas and attempts to make overall sense of policy-making processes. The chapters are presented in two sections. The first, Reconstructions of Policy Developments, includes W. Andrew Achenbaum's account of federal policies toward the aged since 1920; Brian Balogh's discussion of the emergence of the Social Security Board as a political actor, from 1935 to 1939; and Judith Sealander's examination of policy formation and women's issues between 1940 and 1980. In the second section, The Historical and Institutional Contexts of Policy-making, Morton Keller addresses social policy and the liberal state in 20th-century America; Jack L. Walker examines interests, political parties, and policy formation in the American democracy; and Edward Berkowitz concludes with an essay on social welfare and the American state. Urban design enables better places to be created for people and is thus seen in Urban Design in the Real Estate Development Process as a place-making activity, rather than the application of architectural aesthetics. Urban design policy can change the 'decision environment' of developers, financiers, designers and other actors in the real estate development process to make them take place-making more seriously. This book reports diverse international experience from Europe and North America on the role and significance of urban design in the real estate development process and explores how higher quality development and better places can be achieved through public policy. The book is focused on four types of policy tool or instrument that have been deployed to promote better urban design: those that seek to shape, regulate or provide stimulus to real estate markets along with those aim to build capacity to achieve these. Urban design is therefore seen as a form of public policy that seeks to steer real estate development towards policy-shaped rather than market-led outcomes. The editors set the examples, case studies and evidence from international contributors within a substantive discussion of the impact of urban design policy tools and actions in specific development contexts. Contributions from leading urban design theorists and practitioners explore how: Masterplanning and infrastructure provision encourage high quality design Design codes reconcile developers' needs for certainty and flexibility Clear policy combined with firm regulation can transform developer behaviour Intelligent parcelisation can craft the character of successful new urban districts Powerful real estates interests can capture regulatory initiatives Stimulus instruments can encourage good design Development competitions need careful management Design review can foster developer commitment to design excellence Speculative housebuilders respond in varied ways to the brownfield design challenge Physical-financial models could help in assessing the benefits of design investment Urban design can add value to the benefit of developers and cities as a whole.

It has been suggested that the science education research community is isolated from the political process, pays little attention to policy matters, and has little influence on policy. But to influence policy, it is important to understand how policy is made and how it is implemented. This volume sheds light on the intersection between policy and practice through both theoretical discussions and practical examples. This book was written primarily about science education policy development in the context of the highly decentralized educational system of the United States. But, because policy development is fundamentally a social activity involving knowledge, values, and personal and community interests, there are similarities in how education policy gets enacted and implemented around the world. This volume is meant to be useful to science education researchers and to practitioners such as teachers and administrators because it provides information about which aspects of the science education enterprise are affected by state, local, and national policies. This book aimed to make an alternative development policy which can encourage the foreign trade efficiency. In order to make the policy, the current situation of Mongolian Foreign Trade has been determined and invented the product sectors that have a chance to be developed for the further. In this book, several methods such as Revealed Comparative Advantage (RCA) method, Product Space Analysis or Monkey and Tree Model, Opportunity Index, and Gravity Model have been used to make analysis. The book illustrates that firstly, Mongolian Foreign Trade has been becoming more dependent from a single country, a single product and there is no structural shift. In other words, the most part of Mongolian export goods consist of the products that have low sophistication level and low value added, and based on natural resources. Also, the diversification of export goods basket is poor and even no unique products are included in the basket. Therefore, this book suggests an alternative development policy based on Hidalgo, Ricardo Hausmann, and Bailey Klinger’s policy recommendations and foreign trade policy experience of China whose economic performance was the best in the world last 30 years.

Hence this book focuses on improving human rights-, ethical- and Islamic education in Pakistan; also in view that Pakistan's blasphemy laws carry a potential death sentence for anyone who insults Islam - Salman Taseer governor of Punjab, and Shahbaz Bhatti, minorities minister, both assassinated by extremists in 2011 for asking for the law to be reformed. Shafaeddin illustrates how developed countries impose restrictive policies on developing countries through international financial institutions and the WTO, as well as regional and bilateral agreements, which limit their policy space for promoting dynamic comparative advantage in order to achieve competitiveness at a high level of development. Ultimately, such policies lock developing countries that are at early stages of development in specialization based on static comparative advantage and competitiveness at a low level of development.

It touches on two areas of public policy - development policy and health policy specifically relating to HIV/AIDS to determine congruity of public, donor and NGO policies. Based on a survey done in Accra, Ghana in summer 2010 and on documentary sources of data collection, the study captures areas of agreement and disagreement in the three policy streams and discusses their effects on policy implementation. In broader terms, it analyzes assistance for HIV/AIDS in the context of international development aid and how current economic realities make such assistance unsustainable in the long term. It concludes by elaborating a prescriptive model of HIV policy intervention in Ghana with proposed modifications of the current model. This book illuminates the field of HID/AIDS policy making in Ghana in a manner that students of public health and public policy as well as officials from public, private and donor agencies working in the area of public health will find insightful.

The future of any nation depends largely on the quality of its youth. Nigeria established a Youth Policy in 2001, to be a guide towards achieving youth development in the country. However, the condition of the youth in the country has remained appalling. The need to review the policy process of the National Youth Development Policy (NYP) as an instrument for addressing the problems of the youth in the Fourth Republic engendered the writing of this work. With the aid of Systems Theory of David Easton and using the traditional method of data collection and analysis, the book reviews government's efforts towards actualizing the goals of this policy. The book is arranged in five chapters. Chapter one lays the foundation of the book. Chapter two is the literature, theoretical framework and conceptual clarifications. Chapter three gives the historical evolution of the NYP of Nigeria. Chapter four reviews the implementation of the Youth Policy using thematic areas like education, etc. Chapter five is the conclusion. The book is recommended for students and teachers of politics, public policy and government, policy makers, NGOs and the general public as it concerns the entire society.

The evolution of policy in education has been very important in determining the direction and the rate of its spread in Nigeria. As one moves from one area or era to another, weak policy or lack of policy has created unforeseen problems that have had long-lasting consequences that color how much and what type of education was deemed suitable for a milieu. A lack of understanding of the role of policy has been responsible for many failed interventions in education. This book traces the evolution of policy and attempts to show the correlation between clearly articulated policies and the suitability of the output of the system to respond to the needs of the society.

The Hamoodur Rahman Commission was officially reconstituted in 1974 to interview returning prisoners, particularly senior officers, and issue a supplementary report to their original landmark document. The supplementary report makes fascinating reading, based on the Commissions in-depth interviews with these senior officials and officers who were directly responsible for the conduct of Pakistani forces in East Pakistan. This supplementary report is also easier to read than the original document, being less technical and much shorter. However, it still manages to paint a vivid picture of the circumstances that led to the surrender of Pakistani forces in East Pakistan. The report, just like the original, is also extremely candid in discussing the culpability and responsibility of senior officers in the events that led up to Pakistan's humiliating surrender.

The past decade saw heightened policy activism in the field of reading at both the federal level and across virtually all 50 states. Initially sparked by disagreements about methods for teaching children to read, the so-called "reading wars" stirred heated debates on a variety of issues: levels and trends of reading achievement, pedagogy, standards and assessment, and education equity, among others. Embedded within these debates were the political agendas of state executives and legislatures, the interests of advocacy groups, and the ideologies of reading professionals, which were collectively shaping state reading policy development. Drawing primarily on interviews with 366 policy actors from nine states, this book presents a comprehensive investigation of the state reading policy domain employing multiple theoretical frameworks and research methods. Using social network analysis, the authors examined the interplay among a plethora of policy actors embedded in reading policy networks. They explored in depth policy actors' divergent beliefs on key reading-related issues, the causal stories told, and the policy solutions proposed. In addition, they examined the variety of lobbying tactics that interest groups utilized to gain influence over the policymaking process and to advance their policy agenda. As the most significant research endeavor in the area of state reading policy to date, this cross-state comparative study sheds light on the multifaceted nature and th...

The battle against climate change has become predominant for environmental regulators around the globe. The EU is no exception, and the EU Emission Trading Scheme (EU ETS) is the pinacle of EU environmental policy in this area. Aviation is among the latest industry sectors to be included in the Emission Trading Scheme, and while the Commission strive to produce effective and comprehensive policy on the subject, the EU's mode of regulatory co-optition pitches industry and environmental organizations against each other in the struggle for influence over the policy process. This book takes a closer look at the arguments of key stakeholders in the policy process pertaining to the inclusion of aviation in the EU ETS, and examines why certain stakeholders seemingly are able to influence policy development more successfully than others.

A world model: economies, trade, migration, security and development aid. This bookprovides the analytical capability to understand and explore the dynamics of globalisation. It is anchored in economic input-output models of over 200 countries and their relationships through trade, migration, security and development aid. The tools of complexity science are brought to bear and mathematical and computer models are developed both for the elements and for an integrated whole. Models are developed at a variety of scales ranging from the global and international trade through a European model of inter-sub-regional migration to piracy in the Gulf and the London riots of 2011. The models embrace the changing technology of international shipping, the impacts of migration on economic development along with changing patterns of military expenditure and development aid. A unique contribution is the level of spatial disaggregation which presents each of 200+ countries and their mutual interdependencies – along with some finer scale analyses of cities and regions. This is the first global model which offers this depth of detail with fully work-out models, these provide tools for policy making at national, European and global scales. Global dynamics: Presents in depth models of global dynamics. Provides a world economic model of 200+ countries and their interactions through trade, migration, security and development aid. Provides pointers to the deployment of analytical capability through modelling in policy development. Features a variety of models that constitute a formidable toolkit for analysis and policy development. Offers a demonstration of the practicalities of complexity science concepts. This book is for practitioners and policy analysts as well as those interested in mathematical model building and complexity science as well as advanced undergraduate and postgraduate level students.

Seminar paper from the year 2009 in the subject Forestry / Forestry Economics, grade: D+, The Australian National University (Fenner School of Environment and Society), course: Independent Research Project, language: English, abstract: Forest plantations are important in Indonesia for both conservation and development aspects of forest management. They can provide a sustainable supply of wood resources to meet the increasing demands of wood processing industries, rather than escalating pressure on natural forests reserved for conservation. Income from plantation forests can address the economic marginalisation of forest dependent people. Over the last three decades, three strategies have been put into practice to stimulate the development of both large-scale and small-scale plantation forestry in Indonesia: farm forestry, community forestry and community-company partnership. The success, however, has been limited. This paper reviews experience of these strategies in Indonesia, and considers this in the context of criteria and indicators for sustainable plantation development suggested in the literature. It then develops an analytical framework to assess whether a new policy proposed in Indonesia, "the People Plantation Forest" (PPF) policy, is likely to stimulate community-based tree growing activities. Our analysis suggests that out of six elements identified in the framework, local institutional and capacity building, along with production technology and market acces...

Especially since the operational introduction as central bank monetary policy framework in the early 1990s in New Zealand, the United Kingdom (UK), Canada and Sweden, inflation targeting has gained both empirical and theoretical relevance as a monetary policy strategy. In this paper I relate to inflation targeting theory and its framework in the UK. For that purpose the author first regards the development of inflation targeting in respect to other monetary policy strategies. He answers the question what the actual target variable is and why one would want to have inflation being low and stable. Then there is some complexity because the development of inflation targeting has to be viewed in relation to paradigmatic debates between Monetarist and New-Keynesian insights. He present the two fundamental views of how an inflation targeting framework should be modelled. By stating some equations from basic theoretical literature, he gives an overview about the different characteristics of that monetary policy strategy and how there is still controversy about the way of modelling. One chapter is concerned with the operational framework in the UK, including statements to historical developments at the Bank of England. The present monetary policy framework will be reviewed in detail relating to the Bank's publication policy and the inflation forecasting process. The Bank of England's model of the transmission mechanism is reviewed. This includes the interest rate setting proce...

Cotton (Gossypium hirsutum L.) is one of the main cash crops of Pakistan. It has played a significant role in industrial development and employment generation. It is known as backbone of Pakistan‟s economy. Its impact on the economic development of the country is well established and it is rightly known as silver fiber of Pakistan. It occupies the 2nd position with respect to cultivated area in the country. During 2007-08 the cotton production was 12 million bales from an area of 3.05 million ha (Anonymous, 2008). Chemical fertilizers which have nutrients available, can provide sufficient nutrients to the crops, but their cost and constrains frequently deter farmers from using them in recommended quantities and balanced proportions. Moreover, limited availability of chemical fertilizers and their high cost are making their use difficult for the farmers. No doubt, use of chemical fertilizer provides essential nutrients for crop improvement to obtain higher yields; however, data of recent years reflect that the crop yields in Pakistan are almost stagnant. This situation warrants the use of organic sources of nutrients.

Responding to environmental problems is becoming an increasing priority of the world's population. As the developed world has pushed the boundaries of economic development, it is also principally responsible for many global environmental issues. Sustainable development has emerged as a potential solution to these problems, but is often so vague in definition, it provides little help. How then are we to affect change on environmental issues? This book seeks to answer such a question through a comparative case study, examining the differences between Canadian and German approaches to climate change and material waste disposal policy. The project works through the sustainable development literature and utilizes The Natural Step framework to make policy recommendations. It is the goal of this book to provide policymakers, interest groups and citizens alike with tools to improve the state of the environment everywhere.

Masterarbeit aus dem Jahr 2006 im Fachbereich Politik - Internationale Politik - Thema: Europäische Union, Note: 1,1, Europa-Universität Viadrina Frankfurt (Oder), 90 Quellen im Literaturverzeichnis, Sprache: Deutsch, Abstract: AbstractThe West establishes a link between security and development policy by conditioning development cooperation to security issues. This has become even more pronounced since the attack on the World Trade Center in 2001 and is vented in the US and European (EU) Security Strategies respectively. An assessment of these strategies concludes the existence of a hard and a soft option in security policy. The further development of the European Security results in the European Neighbourhood Policy of the EU determining the soft option for the EU. However, this the EU is unable to realise as intended: though emphasising a multilateral approach, development cooperation and financial and technical aid for states in the EU periphery depend on the success of the Europeanisation project, meaning shared Western values, norms and standards. The ENP documents the assumption that the establishment of communities of shared European values equals the establishment of secure communities. To analyse this assumption, this paper examines the function of the sociological construction of security, danger and risk, and the change in their perception. This leads to the thesis that the EU as a representative of the West adheres to the conviction of the Western democratic libe...

Because I want to find out whether the Swedish fiscal policy was counter-cycle compared to the EMU states1 or not. The EMU states have the Stability and Growth Pact (SGP) which set rules for their fiscal policies the pact was introduced in 1999 with the start of the EURO in 1999 began a change and the last actual data I found was 2004 that's why I choose this period.Among other things I want to figure out if the SGP has a negative effect on the fiscal policy in a recession.I start the paper with presenting the so called "Swedish Model" and the changes and development of the 1990s. Then I will present the Institutional framework in Sweden and the Budget process. After this I will present a definition of fiscal policy and start with the examination of the Swedish fiscal policy 1999-2004 present the methods I use and analysis the period. Then I compare the Swedish development with the EMU states and try to find out if the SGP has a pro-cyclical effect on the fiscal policy this would mean for example in a recession that the downtown takes longer and the economic fluctuation is stronger than without the SGP.In the end I present my conclusion and have a brief discussion. In this paper...

It is being increasingly recognized, both on theoretical and empirical grounds, and experiences of the developing countries shows that at least in the initial stages of economic development, considerable regional imbalances in development arises. Reservation have, however, been expressed about the need to take deliberate policy measures to remove these increasing regional disparities in the levels of living. Regional disparity exists in agricultural development in Assam, North East India. The present study measures the extent of regional disparities in agricultural development in Assam and examines the factors responsible for them. Bachelor Thesis from the year 2014 in the subject Economics - Monetary theory and policy, grade: 1,0, Martin Luther University, language: English, abstract: The role of central banks and monetary policy in modern economies is a highly controversial topic. This paper attempts to show the relationship between monetary policy and the development of economic crisis, especially the recent Subprime Crisis in the USA. For this purpose the first part of the paper examines the Austrian theory of the business cycle and its illustration, the capital-based macroeconomics model. According to the Austrian theory artificially low interest-rates are responsible for misallocations of resources within the in-tertemporal capital structure and, consequently, reoccurring fluctuations within the eco-nomic system. The second part of the paper applies the Austrian theory of the business cycle to the Sub-prime Crisis and investigates the role of the Federal Reserve System for the development of the crisis.Ultimately, this paper states that expansionary monetary policy and flawed government regulations were the cause for unbalanced changes in the American structure of production and the recession.

Development has been on Africaís agenda for a long time but progress has been both varied and limited, partly due to the diverse levelsof the discussions ont he challenges and the interventions for tackling them. Africaís greatest challenge is the uneven development within and between its countries, and the pressing issues of extreme poverty in southern Africa, and the continent as a whole. Poverty causes its victims to suffer social exclusion and political repression. In addition, societies that experience poverty are also mostly under continuous threat of ecological disasters and diseases. All poor people are therefore plagued by loss of freedom and dignity, and are often unable to participate effectively in the political, economic, legal and social processes of their countries. This book focuses on the social and cultural dimensions of development dynamics and, in particular, the role of values in shaping development. Values are at the core of the hopes and aspirations of individuals, communities and societies. The book therefore explains the values that motivate and inform African communities and societies, with a view to facilitating a dialogue about sustainable development in Africa among academics, intellectuals, policy and decisionmakers, and the communities. It also investigates the social and cultural dynamics of development in Africa, as a better alternative to earlier studies that blame African culture for poverty and exclude the people of Africa in their definiti...

With the enlargement of the European Union, the accession countries are coming under pressure to develop and meet EU standards for environmental protection and sustainable development. In this ongoing process, global economic liberalization, regulatory policy, conservation, and lifestyle issues are all involved, and creative solutions will have to be found. Historians, geographers, economists, ecologists, business management experts, public policy specialists, and community organizers have come together in this volume and examine, for the first time, environmental issues ranging from national and regional policy and macroeconomics to local studies in community regeneration. The evidence suggests that, far from being mere passive recipients of instruction and assistance from outside, the people of Central and East Central Europe have been engaged actively in working out solutions to these problems. Several promising cases illustrate opportunities to overcome crisis situations and offer examples of good practices, while others pose warnings. The experiences of these countries in wrestling with issues of sustainability continue to be of importance to policy development within the EU and may serve also as examples for both developed and developing countries worldwide.Zbigniew Bochniarz, is affiliated to the Evans School of Public Affairs at the University of Washington in Seattle.
