Comprised of approximately 25 original and specially commissioned essays, which together interrogate educational reform from a critical global and transnational perspective, this volume explores a range of topics and themes that fully investigate global convergences in educational reform policies, ideologies, and practices. The Handbook probes the history, ideology, organization, and institutional foundations of global educational reform movements; actors, institutions, and agendas; and local, national, and global education reform trends. It further examines the “new managerialism” in global educational reform, including the standardization of national systems of educational governance, curriculum, teaching, and learning through the rise of new systems of privatization, accountability, audit, big-data, learning analytics, biometrics, and new technology-driven adaptive learning models. Finally, it takes on the subjective and intersubjective experiential dimensions of the new educational reforms and alternative paths for educational reform tied to the ethical imperative to reimagine education for human flourishing, justice, and equality. An authoritative, definitive volume and the first global take on a subject that is grabbing headlines as well as preoccupying policy makers, scholars, and teachers around the world Edited by distinguished leaders in the field Features contributions from an illustrious list of experts and scholars The Wiley Handbook of Global Educational Reform will be of great interest to scholars and graduate students of education throughout the world as well as the policy makers who can institute change.

Charting Reform, Achieving Equity in a Diverse Nation

This book examines what equity means in a nation where the schools are becoming more diverse. Theauthors consider how well our educational reform policies, often framed in the language of equity andopportunity, measure up to the challenges of achieving equity in a diverse nation. While there is growingawareness of the increasing racial, ethnic, and socioeconomic diversity of the nation, there is littlerecognition of how these trends affect the schools, particularly in formerly homogeneous communities. Atthe same time, inequalities in student achievement between different racial, ethnic, and socioeconomicgroups persist, even as educational policy has intensified the focus on the achievement gap. These twochallenges make definitions of equity and opportunity as urban problems obsolete and call for a criticalexamination of educational policy and reform from an equity perspective. Central themes include the criticalexamination of how equity is conceived under the law and in policy, the experiences of minority students insuburban schools, and the impact of current reform policies and strategies for achieving greater educationalopportunities for all students. This book is designed for graduate and undergraduate courses in educational policy and policy analysis, for policymakers interested in a criticalexamination of current reform policies and options, and educational leaders and administrators struggling with the implementation of reformmandates. From a policy perspective, it inclu...

A volume in Studies in the History of EducationSeries Editor Karen L. Riley, Auburn University at MontgomeryEducational Research, The National Agenda, and Educational Reform examines the origins, history, nature, purposes, and status of educational research by focusing on the relationships among educational research, thenational agenda, educational reform, and the social and behavioral sciences. Its major claim is that the historyof educational research is embedded in the nation's social, political, intellectual, and economic histories.Attention is given to three significant periods: the Progressive Era when modern educational research began toassume its present form; the Post-World-War-II-Era when educators and educational researchers were directedto return to or turn to the academic disciplines; and the Civil Rights Era after the Supreme Court in Brownended legal racial segregation and raised questions about equality of educational opportunity that are still withus. These were significant periods when there was a clear national agenda shaped by both public and privateagencies. Educators and educational researchers adopted policies and strategies in response to concerns andinterests expressed by the public, by government officials, and by philanthropies. Researchers' responses have had long-term consequences as seen inthe reaction to The Coleman Report, debates about the merits of quantitative research as opposed to qualitative research, the ongoing discussion aboutth...

The 1990s brought democratic transition to the countries of Central Eastern Europe - a still ongoing process, with specific social, economic and political challenges to be met in each country, including the reform of education. This book explores the educational reform process in Slovenia and Hungary from a gender perspective. A theoretical discussion of the relevance of gender in education is followed by a comparative analysis of the national curriculum reform and gender issues therein, the presence of gender in educational discourse, and the implications of the reforms for textbooks and teacher training in the two countries. The study is concluded by an assessment of the relative success of the reforms. Completed in 2003, the study covers an under-researched area, raises further questions and points towards potential research directions for scholars interested in gender and education in the CEE region. Recommendations are offered about elements of the Slovenian reform that could be adapted in Hungary to improve the curriculum and provide a context for discourse on gender in educational policies and practice, therefore the book is also of interest for educational decision-makers.

The purpose of this book is to explore the most pressing and critical challenges that affect the effectiveness of the Vocational Education and Training (VET) sector in Qatar within the scope of national development strategies. The significance of this book lies in the exploration of almost a non-existent field of study that is rarely studied on a national or even regional level. The environmental forces and factors affecting the current educational policy were therefore explored to highlight specific policy-implementation gaps, as well as other procedural errors. Furthermore, in light of current statistics and data, this book specifies the necessities of founding a supervisory organization or establishment and shows the consequences of a lack of effective supervision and monitoring of VET institutions in Qatar.

Schlechty shows both educators and parents how to envision reform and design quality educational systems. He explains how the visioning process must be rooted in real shared beliefs, how mission statements must unpack visions into concrete goals that are connected to action, and how the results of reform can be usefully assessed. Drawing on the author's vast experience in the day-to-day work of implementing school reform, Inventing Better Schools offers new approaches for setting standards and ensuring accountability–and includes samples of actual mission statements and strategic plans of successful school districts.

A volume in Landscapes of EducationSeries Editors: William H. Schubert, University of Illinois at Chicago& Ming Fang He, Georgia Southern UniversityLove, Justice, and Education by William H. Schubert brings to life key ideas in the work of John Deweyand their relevance for the world today. He does this by imagining continuation of highly evocative articlethat Dewey published in the New York Times in 1933. Dewey wrote from the posture of having visited Utopia.Schubert begins each of thirty short chapters with a phrase or sentence from Dewey's article, inresponse to which a continuous flow of Utopians consider what is necessary for educational and socialreform among Earthlings. Schubert encourages the Utopians, who have studied Earthling practices and literatures,to recommend from their experience what Earthlings need for educational and social reform andhow they can address obstacles to that reform. The Utopians speak to myriad implications of Dewey'sreport by drawing upon a wide range of philosophical, literary, and educational ideas - including many ofDewey's other writings. Their central message is that loving relationships and empathic dedication tosocial justice are necessary for educational reform that responds wholeheartedly to learner needs and interests.True to Dewey's original position, such education must be built upon social reform that works to overcomeacquisitive society based on greed: the principal impediment to realizing human potential,dem...

Critical Small Schools: Beyond Privatization in New York City Urban Educational Reform features themost current empirical research about the successes and challenges of the small schools movement and theimplications of such for urban public educational policy. Situated in a climate of hierarchical reform, manyof the principles of the original small schools movement-which are rooted in community participation, innovative pedagogies and assessment, and equity and social justice-have become obscured by aneducational agenda that emphasizes top-down mandates and standards-based reform. With the increasedpopularity and the rapid proliferation of small schools, the emphasis on 'size only' has resulted in abifurcation of the small schools movement; on one end are the small schools which have embraced thedemocratic, participatory, and self-governing nature of the original movement, while on the other end areschools that have simply reduced their size without rethinking school structures and practices. This book distinguishes the small schools featured and researched in this volume from schools that are simply small and labels them "critical smallschools." By documenting the practices that take place in various critical small schools in New York City, we show how these schools have narrowedthe achievement gap and increased graduation and college acceptance rates. Although smallness is an essential feature in the design of these schools, itis certainly not the only one and...

A volume in Studies in the Philosophy of EducationSeries Editor: John E. Petrovic, The University of AlabamaThere is a story going around about the public schools and the people who teach in them-a story about how awful our nation's teachers are and why we should blame teachers forthe poor state of our public schools. But is the story about teachers right or fair? Why do somany people point fingers at teachers and seem to resent them so much?Blame Teachers: The Emotional Reasons for Educational Reform examines why many people blame teachers forwhat they understand to be the poor state of our schools. Blame comes easily to many people when they read aboutpoor student performance and how "protected" teachers are by teachers' unions and tenure policies. And withblame comes resentment, and with resentment comes demands for all kinds of educational reform-calls for morestandardized testing, merit pay, charter schools, and all the rest. And we expect teachers to like and accept all thereforms being proposed.Conceiving educational reform out of blame and resentment aimed at teachers does no good for teachers, students, orschools. Blame Teachers outlines many of the strange and unacceptableassumptions about teaching and the purposes of education contained in theseeducational reforms. Intended for teachers, teacher education students, policymakersand the larger public, Blame Teachers suggests much better and moreproductive conversations we can have with teachers-conver...

This Brief explores school funding reform in the states of Kentucky and Tennessee. In 1990, Kentucky passed the Kentucky Education Reform Act designed to overhaul that state's education system. Two years later, Tennessee passed the Education Improvement Act which included the Basic Education Plan, designed to foster equity in funding among the state's schools. Initiated as a result of lawsuits against the states' educational systems, both programs dealt with school funding, specifically funding equalization among districts. This Brief examines the environments that precipitated funding reform in each state as well as the outcomes of the reforms on student achievement. The similarities and differences between the approaches in each state are analyzed and compared to related reform programs in other states. An in-depth study of regional educational reform in the United States, this Brief is of use to public policy scholars as well as education policy consultants and other school system or state education leaders.

Starting from the observation that, at the end of the 1980s, Italy and Germany faced similar challenges related to the long-term financial sustainability of their respective pension system, this study highlights the social implications of the reform strategy adopted in each country. More precisely, the issue of pension reform is approached form a distributive angle, building on the work of both Camila Arza on the new distributional principles of contemporary pension policies and of John Myles on the issue of intergenerational fairness with respect to old-age social security reform. The Italian and German pension reform trajectories are dealt with in separate chapters, focusing on the way in which the subsequent reform packages affected the social distribution of rights, resources and risks associated with old-age as well as on the way in which the costs of the reform are apportioned between generations. The conclusion provides for a comparison between the two reform trajectories stud...

This book is about deep change. In a series of research reports andcommentaries, it mainly features case studies of powerful reform for themost part in local districts and in individual schools. They are set withinthe constraints of obvious political realities, essentially the recently legislatedand bureaucratically enforced dimensions of high-stakes accountability. In this book, educational practice does not flow only from theory;neither does theory evolve only from educational practice. Rather, practiceand theory fruitfully interact, not just some of the time, but most ofthe time. These accounts of deep change, moreover, are written gracefully,in understandable prose, and largely absent the barnacles of breathlessadvocacy. To be sure, the accounts are uneven, not as a function oftheir quality which uncommonly is high, but as a function of their foci andperceived attractiveness

Legislation such as No Child Left Behind and policies such as Race to theTop are neither effective nor based on sound research. Educational policy-making isnow, more than ever, the preserve of politicians, advocacy foundations, and lobbyistsparading as corporate leaders. Teachers have little voice; their role is merely to be heldresponsible for policies foisted upon them.In Transforming Schools: Alternative Perspectives on School Reform, our aim is toprovide alternative perspectives to the dead-end educational policies by which ourgovernments have become consumed. We turn the spotlight on a select range of topicsthat have become the focus of concern and we consider the implications for school improvement. These topics includeschool reform in general, the achievement gap, literacy, standardized assessment, social justice and ecojustice, aestheticand moral education, and general education.

Following an ethnographic approach, this study explored bilingual programmes offered by two types of primary schools in Qatar: international and independent schools. Qatar with its unique linguistic and socio-economic situation launched a new initiative for educational development in 2001 but with hardly any research linked to these changes. The study reveals that the Qatari bilingual schools context was one of heteroglossia, with three codes in operation: Modern Standard Arabic, Colloquial Arabic dialects and English. The two schools adopted different models of bilingualism. The international school adopted a strict separation policy between the two languages following a monoglossic belief. The independent school was found to apply a flexible language policy. The study highlighted the daily challenges produced from the diglossia situation in Qatar, the difference between students and teacher dialect as well as acquiring literacy in the formal language. In addition to an absence of a clear language policy in the schools, the study brought attention to the instructional methods utilised in language teaching which are mostly associated with successful bilingual education.

What Is … What If: Passion and Possibilities in Educational Reform is a roadmap for school reform looking at present factors that inhibit excellence in teaching as well as presenting possibilities that encourage teachers to maintain their passion and create learning environments for student success. The What Is section of the book speaks to the factors that exist in schools today that have created widespread disenchantment among teachers and administrators and stripped teachers of their passion to teach. Such an atmosphere decreases the potential for excellent learning environments and therefore student success. The What If section of the book focuses on ways to restore the passion to teach to teachers and administrators. In their own voices, teachers in the field share examples of how they help students to have the best chance to learn, and in doing so find their own best chance to remain excited about the teaching/learning process.

Douglas S. Reed On Equal Terms. The Constitutional Politics of Educational Opportunity

Since Brown v. Board of Education and the desegregation battles of the 1960s and 1970s, the legal pursuit of educational opportunity in the United States has been framed largely around race. But for nearly thirty years now, a less-noticed but controversial legal campaign has been afoot to equalize or improve the resources of poorly funded schools. This book examines both the consequences of efforts to use state constitutional provisions to reduce the "resource segregation" of American schools and the politics of the opposition to these decisions. On Equal Terms compares the relative success of school finance lawsuits to the project of school desegregation and explores how race and class present sharply different obstacles to courts. Since a 1973 U.S. Supreme Court decision that effectively deferred to the states in the matter of educational equity, about a third of state judiciaries have mandated reform of state-level educational funding systems. Douglas Reed analyzes both the rhetoric of reform and the varying effects of these controversial decisions while critiquing the courts' failure to more clearly define educational equity. Well-written with keen insight throughout, the book concludes with an intriguing policy proposal that acknowledges obstacles to such efforts. This proposal aims to enhance education by fostering racial and economic integration locally. Setting the stage for a more coherent debate on this controversial issue and expanding our understanding...

The City at Stake tells the dramatic story of how the nation's second-largest city completed a major reform of its government in the face of a deeply threatening movement for secession by the San Fernando Valley. How did Los Angeles, a diverse city with an image of unstructured politics and fragmented government, find a way to unify itself around a controversial set of reforms? Los Angeles government nearly collapsed in political bickering over charter reform, which generated the remarkable phenomenon of two competing charter reform commissions. Out of this nearly impossible tangle, reformers managed to knit a new city charter that greatly expanded institutions for citizen participation and addressed long-standing weaknesses in the role of the mayor. The new charter, pursued by a Republican mayor, won its greatest support from liberal whites who had long favored reform measures. Written by an urban scholar who played a key role in the charter reform process, the book offers both a theoretical perspective on the process of institutional reform in an age of diversity, and a firsthand, inside-the-box look at how major reform works. The new afterword by the author analyzes the 2005 election of Los Angeles's first modern Latino mayor, Antonio Villaraigosa, a milestone in the development of urban reform coalitions in an age of immigration and ethnic diversity.

In schools targets are set, new approaches to curricula, assessment, teaching and management are introduced, and teachers are frequently encouraged if not required to use revised curricula, altered learning resources or teaching practices. However, there remains widespread dissatisfaction with the progress. So, why is educational change so difficult to achieve? Educational reforms are either simply planted in already existing school work culture where conventional implementation mechanisms widely prevail or they are targeting only the improvement of structural variables provided that change requires altering the mindset (pedagogical assumptions, values, and beliefs) of teachers. At times, instituting a new work culture might even be necessary for a reform programme to yield optimum changes that could be counted through teachers’ commitment in implementing a reform effort. Based on the research data collected from two groups of secondary schools in Ethiopia, this book will give insight into how the social aspect of the change process can affect the success of whole school reform programmes in a comparative analysis.

Moral Enterprise: Literature and Education in Antebellum America, by Derek Pacheco, investigates an important moment in the history of professional authorship. Pacheco uses New England "literary reformers" Horace Mann, Nathaniel Hawthorne, Elizabeth Peabody, and Margaret Fuller to argue that writers came to see in educational reform, and the publication venues emerging in connection with it, a means to encourage popular authorship while validating literary work as a profession. Although today's schools are staffed by systematically trained and institutionally sanctioned teachers, in the unregulated, decentralized world of antebellum America, literary men and women sought the financial stability of teaching while claiming it as moral grounds for the pursuit of greater literary fame.Examining the ethically redemptive and potentially lucrative definition of antebellum author as educator, this book traces the way these literary reformers aimed not merely at social reform through literature but also at the reform of literature itself by employing a wide array of practices-authoring, editing, publishing, and distributing printed texts-brought together under the aegis of modern, democratic education. Moral Enterprise identifies such endeavors by their dual valence as bold, reformist undertakings and economic ventures, exploring literary texts as educational commodities that might act as entry points into, and ways to tame, what Mann characterized as the "Alexandrian l...
