Aid ineffectiveness, defined as the low performance of aid in promoting economic growth and reducing global poverty, is a problem utterly complex, prevalent and unfortunately still unresolved. For decades now, it has generated a huge literature reaching conflicting conclusions as to the justifications of aid, the impact of aid on growth and institutional reforms, and the role of economic and political institutions in aid effectiveness. This book examines in depth one of the potential causes of the low performance of foreign aid; in particular, the role incentive structures within international donor agencies could play in leading to "a push" to disburse money. This pressure to disburse money is termed as the "Money-Moving Syndrome" which exists when the quantity of foreign aid committed or disbursed becomes, in itself, an important objective side by side or above the effectiveness of aid. If the overall objective is to maximize the effectiveness of aid, it would appear essential to enhance the design and objectives of aid resources at the source, i.e., at the stage where the funds originate with donors, before considering the causes tainting aid in recipient countries.

Besides, as heterogeneity of aid recipients might influence the effect, different regressions are run for low income, lower middle income and upper middle income countries. Results indicate that foreign aid to the energy sector affects electricity output positively and significantly, while not having an impact on generation capacity. The impact on electricity consumption per capita remains unclear. Furthermore, it seems to work more effectively in richer countries. This is robust to a set of sensitivity tests. Thus, the results emphasize the importance of disaggregating aid flows and the use of sector specific outcome variables in order to measure the impact of foreign aid.

Can moral vision influence the dynamics of the world system? This inquiry into the evolving foreign aid policies of eighteen developed democracies challenges conventional international relations theory and offers a broad framework of testable hypotheses about the ways ethical commitments can help structure global politics. For forty years development assistance has been the largest and steadiest net financial flow to the Third World, far ex- ceeding investment by multinational corporations. Yet fifty years ago aid was unheard of. Investigating this sudden and widespread innovation in the postwar political economy, David Lumsdaine marshals a wealth of historical and statistical evidence to show that aid was based less on donor economic and political interests than on humanitarian convictions and the belief that peace and prosperity could be sustained only within a just international order. Lumsdaine finds the developed countries adhered to rules that, increasingly, favored the neediest aid recipients and reduced their own leverage. Furthermore, the donors most concerned about domestic poverty also gave more foreign aid: the U.S. aid effort was weaker than that of other donors. This study undertakes a critical assessment of the legal protection of foreign direct investments (FDI) in South Africa and Zimbabwe by determining their compliance with the international minimum standards, norms and/or best practices on the legal protection of FDI by host states. Firstly, the study argues that foreign investment is much needed in South Africa and Zimbabwe to improve economic growth and development, to create jobs, and to increase their competitiveness. However, these benefits are not accrued automatically but rather host states need to create an enabling environment to receive such benefits. Thus, host states need to put an investment scheme into operation to guarantee the legal protection of foreign investments. South Africa and Zimbabwe have at large crafted and implemented investment laws and related policies which tend to be hostile towards foreign investments. Therefore, similar investment laws and related policies in both jurisdictions are analysed. This study will also offer recommendations for a legal investment which is not only flexible, friendly, and favourable to foreign investment in South Africa and Zimbabwe but also advances their local economic policies.

All the necessary time series tests such as stationary test, co-integration, weak exiguity, and other tests are conducted. The empirical result from the long run fungibility equation result indicates that sectoral aid has negative effect on its sector spending in developmental sectors except for agricultural sector government spending. The estimate of agricultural aid also support that a 1percent increase in agricultural aid leads to a 0.83percent increase in agricultural spending. Aid other than health aid also has positive impact on health spending. The positive coefficient of aid other than the health implies that there is an aid diversion towards health sector from the others. The negative coefficients of sectoral aid on the sector spending and the negative coefficients of aid other than sector-specific aid, indicate diversion of aid away from the specific sector. Negative coefficients of explanatory variables may arise when there is a diversion of categorical aid from developmental investment towards non developmental expenditure such as general service government expenditures. No Poverty, Zero Hunger, Good Health, Well-being and Quality Education - these are the first priorities of the Sustainable Development Goals (SDGs) that were launched jointly by all UN Member States on January 1, 2016. The agenda of this agreement contains 17 main goals with a total of 169 targets and is dedicated to improving global living conditions and to address issues of environmental and economical sustainability with a planning horizon through to 2030. Development assistance from economically advanced countries, also referred to as aid, is one of the major means to provide financing for countries with less developed economies that face severe social problems, and which often cannot handle these problems alone. Previous studies have shown, however, that aid is ineffective and recommend comprehensive restructuring of the common aid practices. Investigations that analyse the pattern of aid flows find, moreover, that granting aid to certain recipient countries cannot only be explained by altruistic motives. They show that several strategic or non-strategic reasons have a high explanatory power for individual donor aid allocation. Against this background, the present study explores aid effectiveness of distinct bilateral donors. This is achieved by a large-scale panel data analysis applying per-capita economic growth, infant mortality and primary growth as indicators for measuring the contribution of aid to achieving the different SDGs.

With reportedly over USD100 billion lost annually through graft and illicit practices, combatting corruption in Africa has been challenging. However, laws and policies at the continental, regional and national levels have been promulgated and enacted by African leaders. Master's Thesis from the year 2016 in the subject Business economics - General, grade: Excellent, , course: Development Economics, language: English, abstract: Sub Saharan Africa economic growth shows a stochastic growth performance in which highly interrelated with faulty and fragile governance problems associated in the region. Accordingly, this thesis examines the contribution of formal institution explained by aggregated index for the six governance clusters measured by World Governance Indicator and individual level of each indicator on the stochastic growth behavior of selected SSA countries using data from forty two SSA countries over a period of 1996 to 2014. To examine the impact of institution and level of good governance, the study employed Arellano-Bond (1991) and Arellano-Bover (1995) dynamic panel generalized method of moments (GMM) technique of estimation. The estimated result suggested that variables such as foreign aid, public investment, consumption, imported capital good, inflation, control of corruption, rule of law, voice and accountability, political stability, government effectiveness, regulatory quality and the aggregate index governance measures (institution) are significant and positively contribute to stochastic growth performance in the region across each models. The agenda of this agreement contains 17 main goals with a total of 169 targets and is dedicated to improving global living conditions and to address issues of environmental and economical sustainability with a planning horizon through to 2030. Development assistance from economically advanced countries, also referred to as aid, is one of the major means to provide financing for countries with less developed economies that face severe social problems, and which often cannot handle these problems alone. Previous studies have shown, however, that aid is ineffective and recommend comprehensive restructuring of the common aid practices. Investigations that analyse the pattern of aid flows find, moreover, that granting aid to certain recipient countries cannot only be explained be altruistic motives. They show that several strategic or non-strategic reasons have a high explanatory power for individual donor aid allocation. This book presents a general explanation of how states develop their foreign policy. The theory stands in contrast to most approaches--which assume that states want to maximize security--by assuming that states pursue two things, or goods, through their foreign policy: change and maintenance. States, in other words, try both to change aspects of the international status quo that they don't like and maintain those aspects they do like. A state's ability to do so is largely a function of its relative capability, and since national capability is finite, a state must make trade-offs between policies designed to achieve change or maintenance. Glenn Palmer and Clifton Morgan apply their theory to cases ranging from American foreign policy since World War II to Chinese foreign policy since 1949 to the Suez Canal Crisis. The many implications bear upon specific policies such as conflict initiation, foreign aid allocation, military spending, and alliance formation. Particularly useful are the implications for foreign policy substitutability. The authors also undertake statistical analyses of a wide range of behaviors, and these generally support the theory. Development aid faces fundamental problems, especially in fragile states. These problems were addressed regularly by various representatives, academics, politicians and practitioners. The Samaritan Dilemma and a case study on used clothing is presented. It is clear that only having good intentions is not enough to help out the poor. The econometric analysis on aid effectiveness has repeatedly offered hope and repeatedly disappointed. There are several reasons why the aid flow increases anyway. Chauvet and Collier (2004) use a different approach and show potential for efficiency enhancements, but their analysis suffers from several caveats. Nevertheless, potential is shown and the authors indicate how to address the problem. Furthermore, the idea of social businesses is introduced as a market based mechanism which allows for feedback and accountability.Recent initiatives, primarily pushed by private actors, give reason for hope. It is on the governments to provide the basic conditions in the fragile states and to back those initiatives which so far show the best results.

Seventy percent of the global burden of mental disorders is located in low and middle income countries (LMIC),including sub-Saharan Africa (SSA). However, in Africa,only 0.62% of the national health budget is allocated to mental health compared to a global median of 2.8% and 5% in Europe. The government is the source of funding in 62%of patients with severe mental disorder in the World Health Organisation (WHO), Africa Region, the lowest of all the WHO regions, and lower compared to a global median of 79%. This is compounded by poor resources, with mental health outpatient facilities in WHO Africa Region being less that 10% of the global median. To address these problems, the WHO launched its Mental Health Action Gap Programme (mhGAP) in 2008, to scale-up mental health services in low and middle income countries (LMIC). The book is directed to all policy makers in sub-Saharan Africa to aid decision making about the urgent need for sustainable and relevant mental health care strategies, and the important areas that need priority. The book should be helpful to local and international researchers in formulating research questions relevant to the African continent and it will be of interest to medical practitioners and students in the region as adjunct to standard text books.

The use of NGOs to promote development and reduce human suffering has become a major feature of the aid industry. Donors lavish NGOs with funds while governments relinquish major responsibilities. Their numbers and sizes are multiplying exponentially. How have their role and identity changed over time? This case study of NGOs in Zambia finds that increased aid to NGOs has eroded their autonomy, compromised their legitimacy, swayed their focus, skewed their accountability, diluted their voluntary spirit and alienated them from key stakeholders. The study finds that aid for AIDS has monetized the response to AIDS and made NGOs more homogeneous. It posits that the once-genuine claims of government inefficiency, corruption and incompetence now serve to mask a deeper scandal: the rise of a predatory form of AIDS Capitalism that uses HIV to champion personal and organizational interests behind the veil of charity and altruism. NGO-bashing? Probably! But the study blends passion with evidence to show that donors, governments, NGOs, CBOs and individuals need to re-examine their roles, choices, actions and relationships to enhance aid effectiveness.

The Arab Spring has not only affected the well-established structures in the Middle East and North Africa (MENA) but became also a touchstone for the German and French foreign policy. A lasting three-year transformation process turned out to be an unpredictable factor for the traditional German and French foreign policy principles within a novel geopolitical environment.In this respect, this study deals with the comparative foreign policy analysis of Germany and France with regard to the transformations in the MENA since 2011. Analaysis is done on the basis of constructivist role theory in connection with the Civilian Power concept. Major interest of this study is dedicated to the analysis of the foreign policy repertoire and identity of Germany and France towards the transition countries in North Africa. A question is to be answered if the challenges provoke continuity or change.

As government officials and political activists are becoming increasingly aware, international nonprofit agencies have an important political dimension: although not self-serving, these private voluntary organizations (PVOs) and nongovernmental organizations (NGOs) seek social changes of which many of their financial contributors are unaware. As PVOs and NGOs receive increasing subsidies from their home governments in the United States, Canada, and Europe, they are moving away from short-term relief commitments in developing countries and toward longer-term goals in health, education, training, and small-scale production. Showing that European and Canadian NGOs focus more on political change as part of new development efforts than do their U.S. counterparts, Brian Smith presents the first major comparative study of the political aspect of PVOs and NGOs. Smith emphasizes the paradoxes in the private-aid system, both in the societies that send aid and in those that receive it. Pointing out that international nonprofit agencies are in some instances openly critical of nation-state interests, he asks how these agencies can function in a foreign-aid network intended as a support for those same interests. He concludes that compromises throughout the private-aid networkand some secrecymake it possible for institutions with different agendas to work together.
