In the last decades, there has been a strong growth in private voluntary initiatives, such as Fairtrade labelling and company codes of conduct, aiming at improving conditions for workers and producers in developing countries. This book looks closer at how consumers can find and verify information about working conditions in the production of the goods they consume. Despite the many voluntary initiatives, the book argues that in many cases, consumers lack adequate information on the basis of which to make such choices. This means that there is a market failure in the provision of information about working conditions, which could justify public policy. The book considers three types of policy intervention: Public provision of information, public regulation of labour standards through trade policy, and the public sector’s actions in the marketplace, e.g. through public procurement and public investment. The book surveys existing public policy in these areas, and briefly discusses their effects and the relationships between them. After the end of the Cold War and unification with the former East German GDR, Germany maintained the policy alliance paradigm with the US. However, with the 2002 opposition to the US on UN Security Council resolution 1441 on Iraq, this relationship appeared to change. Does the German decision on Iraq indicate a new foreign policy direction and what accounts for this possible change in Germany? Exogenous and endogenous factors including US policy, EU integration, Unification/Growing German self-assurance, and the opinion-policy relationship typical for advanced democratic countries are examined. Scholars of democracy have suggested that policy outputs follow public opinion in advanced democratic countries. Using time-series statistical regression analyses, I test the opinion-policy nexus in Germany with regard to the US foreign policy relationship. I find that along with several contributing factors, post-unification changes in the German electorate allowed for a reassessment of the old foreign policy paradigm as a “normal” opinion-policy relationship developed in post-Cold War Germany. From a realist’s systemic perspective however, German behavior looks a lot like balancing.

Why does a large proportion of India's urban poor choose to pay for private health services when public services are essentially free of charge? Drawing from previous research, this study takes the underprovision of the medication component in public health packages as a starting point. Field evidence shows that patients in public health facilities often have to get external medication, whereas private hospitals offer a menu of pre-specified care packages. Thilo Klein contributes an answer as to why the poor choose to go private by investigating their risk-aversion and demand for insurance in the choice of health facilities. In discrete choice experiments on maternity care in the slums of Hyderabad, the author finds that the lowest income group attaches significantly higher importance to "full medication" maternity care packages. In line with Expected Utility theory, the study further finds empirical evidence that this insurance demand of the poor is partially explained by their risk-aversion. The findings suggest that an effective pro-poor policy should provide insurance cover for medication-related expenses. They have significant implications for the provision of public health care to the poor and are important for policy-makers and health management alike.

The practice of health policy research in developing countries is characterised by overindulgence in analysis of content, while neglecting policy process, actors and context. This study sets out to generate critical learning on how the latter elements affect the adoption of international recommendations into national health policies in developing countries. The study investigates Uganda's decision to ban traditional birth attendants from assisting in childbirth. The study uses Kingdon's Multiple Streams theory as a guiding framework to understand how the policy-transfer process precipitated in a drastic decision that stands at odds with international recommendations. It is a qualitative study and semi-structured interviews were conducted with 13 policy makers. The book analyses the determinant factors that led to the policy: the understanding and use of evidence in the setting, the mode of actors' interaction and the type of policy deliberation, and the political context. The book offers critical insight into this under researched area and will be useful to policy makers, researchers and students of public policy and international health.

It is known that some policy measures and success factors for the development of public procurement practices in developed economies are found to be easy in theory but difficult in practice for the developing countries because of the intrinsic and unique nature and heterogeneity existed among the developing countries. All public procurement officers that worked in the pool sector offices and suppliers who frequently deliver products and services that are found in Woldia city were employed for the study.The study aims to answer the questions raised in the basic ethical practices of public procurement. Based on the data obtained from 16 procurement officers, the result indicated that only procurement used as an economic policy, by giving preference for small and micro enterprises. In contrary 75%'s of procurement officers did not purchased environmentally friendly products and services. Based on findings from questionnaires and interview of procurement as a social policy tool, only 46% and 6% of procurement officers were gave preference for women suppliers and disable suppliers respectively.
