The Carver Policy Governance Guide series includes six booklets that offer board members a description of John Carver's Policy Governance model of board leadership. Policy Governance enables a board to fulfill its accountability to its organization's «owners,» whether the owners are association members, city residents, company shareholders, or a community of interest. Policy Governance addresses the board's engagement in financial, programmatic, and personnel matters; roles of officers and committees; reporting and evaluation; agendas; and other aspects of the board job. Implementing Policy Governance and Staying on Track shows boards how they can apply the principles of the Policy Governance model and change the way they govern in practice. The guide cuts across various aspects of the Policy Governance model and challenges board members to move from concepts to practice. The Policy Governance model is based on the functions rather than the structure of a governing board. It outlines commonsense principles about governing that fit together into an entire system. The practices of the Policy Governance board, which are consistent with the principles, allow it to control without meddling, focus on long-term organizational outputs, powerfully delegate to a CEO and staff, and discharge its fiduciary responsibility in a visionary, strategic manner. Because the model is a total system, the Carver Policy Governance Guide series offers boards a complete set of principles for fulfilling their various obligations.

After a decade, internet now reaches the Asian region as well as African countries intensively while USA, Canada and Europe are focusing newer inventions. Within the Asian region it exists considerably another technological gap among countries. The countries with higher income such as Japan, Singapore, South Korea has succeeded in implementing ICT in all social and economic areas. The rest of the countries, including China, Malaysia, Thailand, Indonesia, Philippines, Vietnam, Laos, Cambodia, are far behind in information technology. Nevertheless, it´s necessary for all nations, weather developed or developing, to keep on nurturing ICT development to be a part of connected world. The question is how a nation can successfully adopt ICT and benefit from all advantages at best. Unfortunately, there is no common guideline for all countries. Without identifying specific factors of each country and a lot of effort made by government, no country can achieve high ICT performance in the long run. The purpose of this paper is three-fold:To identify the characteristics and political options of a country, that would affect the success of ist ICT adoption. To identify clusters of nations upon the international ICT indices and GNI per capita To provide an overall guideline that incorporates these nations toward developing higher ICT indices. This paper shows income level and social background can play very important roles in country´s ICT development.

In past decade, the use of ICT in schools increased exponentially. However, ICT integration in teaching is still utilized at a low level. While many ICT professional development programs for teachers focus mainly on developing teachers' technical competency, the effect of their attitude, perception and emotion towards ICT integration is usually neglected. In this book, a social approach to professional development of ICT integration is argued to be important to improve ICT integration. A research was conducted to look at issues of ICT integration from the teachers' perspective and to explore the impact of peer support in enhancing ICT professional development. Based on the research findings, this book draws the focus on developing teachers' intrinsic motivation towards ICT integration. Peer support is found to be an enabler of intrinsic motivation. A sustainable peer support enhanced professional development model is thus developed. This book should help shed some light on developing ICT professional development programs for teachers and should be especially useful to teachers, professional developers and school leaders who want to lift ICT integration to a higher level.

Intermediate Examination Paper from the year 2009 in the subject Business economics - Miscellaneous, grade: 1,2, University of St Andrews, language: English, abstract: Corporate Governance (CG) has always been a critically viewed topic and is being increasingly discussed after the Enron and WorldCom scandals, which had a worldwide outreach (Petra, 2006, p. 107) or major cases of poor corporate governance in Asia such as the Peregrine or the CA Pacific Securities Case in the 1990s. On this account, stricter rules have been introduced and existing regulations were re-examined in many markets in order to restore the public confidence in corporate governance systems and the transparency and accountability of organisations. The corporate governance system in Hong Kong is characterised by unique features differing from the Anglo-American framework. The extensive amount of family-controlled companies and mainland firms would suggest a deficient corporate governance system. In spite of this, a study by Nan, Kang and Kim (1999) comparing corporate governance among Asian economies indicated that Hong Kong has significantly higher corporate governance standards and equally more sophisticated legal systems governing the protection of property rights than other countries in that area.As regard to the structure of this coursework, initially, the general theoretic foundations of corporate governance are explained in chapter two. Revamp senior administration organization for more effective governance Governance Reconsidered: How Boards, Presidents, Administrators, and Faculty Can Help Their Colleges Thrive takes an in-depth look at the current practice of governance in higher education and explores solutions for more effective functioning. Written by a former college president, the book provides an insider's perspective on the growing tensions around the traditional shared governance model and identifies the key challenges facing trustees, presidents, senior administrators, and faculty. Traditional shared governance operations are typically time-consuming, process-laden, and slow to respond to the internal and external forces acting upon modern educational institutions. Higher education is facing increasing political and economic pressure, and senior administration frequently needs the flexibility to make institutional decisions quickly. Using recent public scandals as examples, Governance Reconsidered illustrates how the tension between the need for timely decisions and action versus the importance of mission and academic quality is creating a dramatic systemic problem. The book provides practical advice on the issues at the heart of the matter, including: The nature and pace of change on campus, including the pressures facing higher education Clarity about the roles and responsibilities of trustees, the president, and the faculty The campus community's role in decision-making activities How thriving universities can govern collaboratively The book also addresses the brand new challenges that affect higher education governance, including MOOCs, online learning, and rising questions about value and cost. Sascha Walter The Structuring of Strategic Alliances in the ICT-Industry

Inhaltsangabe:Summary:This study examines what factors determine the choice of governance structure made by alliance partners in the ICT-industry. First, the explanatory power of the transaction cost theory, the resource-based view, the structural contingency approach, strategic choice theory, resource dependence theory, organisational ecology and principal agent theory to answer this question is surveyed. A deeper analysis using transaction cost theory, resource-based view and structural contingency approach is employed to develop three models of alliance structuring. Propositions related to the models are then tested on a sample of 101 strategic alliances in the ICT-industry. The findings suggest that there exist five influential factors: (1) the existence of alliance-specific investment by the partners, (2) the number of functional areas contained by the alliance, (3) a limited duration of the alliance, (4) the type of resources contributed by the partners, and (5) uncertainty of the tasks of the alliance. These factors are then recombined to form one integrated model. The success of this approach and the usefulness of such a modelling approach in general are discussed alongside future directions for research.Inhaltsverzeichnis:Table of Contents:1.INTRODUCTION12.THEORETICAL BACKGROUND AND PREVIOUS WORK42.1Approach to Construct the Theoretical Framework42.2Definitions of Strategic Alliances52.3Classifications of Strategic Alliances62.4Review of Previous Work92.5Review of Th...

Further, implications of cultural differences in these time perception dimensions for GVTs and the temporal coordination in GVTs should be identified. Additionally, the influence of ICT on the internal team processes and the team members' surrounding environment is assessed. Therefore, the current state of the literature with regards to GVTs, its relevance and problems as well as with regards to temporal coordination is reviewed. Moreover, time perception dimensions are discovered in the actual research, combined with existing cultural dimensions and applied on GVTs.The continuous progress in the development of modern information and communication technology (ICT) and the need for flexible responses to globalized markets trigger companies to frequently build global virtual teams (GVT). Most of the teams that are assembled in companies work at least to some extend virtually. The team members of a GVT are geographically and timely dispersed and collaborate through the use of ICT. Compared to face-to-face teams, these GVTs face several additional challenges, some of which are caused by the cul...

The Politics of Global Supply Chains analyses the changing politics of power and distribution within contemporary global supply chains. Drawing on over 300 interviews with farmers, workers, activists, businesses and government officials in garment and coffee sector supply chains, the book shows how the increased involvement of non-state actors in supply chain governance is re-shaping established patterns of global political power, responsibility and accountability. These emerging supply chain governance systems are shown to be multi-layered and politically contested, as transnational governance schemes interact with traditional state governance arrangements in both complementary and conflicting ways. The book’s analysis of changes to the relationship between state and non-state actors within transnational governance processes will be of particular interest to scholars and students of globalisation, global governance and regulation. The Politics of Global Supply Chains also suggests some practical ways by which the effectiveness and accountability of supply chain governance could be strengthened, which will interest both scholars and practitioners in fields of global business regulation and corporate social responsibility. Conclusions are relevant to the business and civil society actors who participate directly in non-state governance schemes, and to state regulators whose distinctive governance capacities could play a much greater role than at present in supporting transnational, non-state governance processes.

During the last decade, Finland has become one of the world's most successful technology-intensive countries, finding itself in the front rank of the world's digital economies. In a decade, Finland went from being one of the least information and communication technologies specialized countries to become the single most specialized one. Christian Häfner Building a Framework for an efficient IT Governance

Diploma Thesis from the year 2008 in the subject Computer Science - Commercial Information Technology, grade: 1,0, TU Bergakademie Freiberg, language: English, abstract: Changing industry structures and altering rules of competition is why most companies today face a new challenge in creating a competitive advantage. The meaning of Information Technology (IT) has changed from just being available to accelerating and facilitating processes to an integral part of the company's mission and strategy. IT governance is what defines the holistic perspective of how to deal with and use IT, especially in large companies. The objective is to create advantages by aligning IT and corporate strategy in order to create value while minimizing risk and monitoring the performance of IT. Many different frameworks and standards have emerged over the last years, providing processes and control objectives for keeping the company's IT in a value-adding track. However, an important issue seems to be the huge availability of various frameworks. This mostly results in problems concerning the right decision on frameworks to be selected. Implementing efficient IT governance requires using only those processes that cover the individual IT-related issues and problems of a company best, while ignoring unnecessary ones. The use of frameworks is associated with costs and may quickly result in an inefficient use of IT governance. The present thesis addresses this challenge and shall help IT decision ...

It is intended to describe fundamental survey components to help both students and managers understand and use surveys effectively and avoid the pitfalls stemming from bad survey construction and inappropriate methods. The authors discuss how best to identify the information needed and the best approach to get that information. They also highlight the processes commonly involved in conducting a survey including the value of both obtaining a representative sample and dealing with the types of errors that can distort results. Each chapter focuses on one of the key components of constructing and carrying out a survey, including the elements to consider when developing a survey, the modes of survey delivery, writing good questions, conducting the survey, and presenting the results.

Evaluating CEO and Board Performance offers board members information on the importance of evaluation as part of a greater systematic view of governance. The guide includes principles for effectively and honestly evaluating CEO and board performance.

The new technological revolution that emerged during the last quarter of the 20th century radically transformed the lives of the people .The new generic technologies made revolutionary changes in the frontier areas of technology and it also affected the process of production, distribution and consumption in the entire world. Technologies have had significant inputs on people's lives during the twentieth century, but none was seen as profound as Information and Communication Technology (ICT) in human society. ICT in India is a comparatively recent term of origin and it had great significance in setting priorities in organizational developments of different sectors. The ICT is considered as a convenient tool to reach out the process of intended national development. The challenge of directing fast pace of socio-economic changes within the framework of available time and resources could be possible only if the required ICT is properly disseminated. Thus ICT is considered as a prime factor for the developing countries.

John Zinkin's new book on Challenges in Implementing Corporate Governance is a welcome addition for board members and senior management on how to improve corporate governance in the post-crisis period. John correctly identifies that most boards on underperforming companies have three elements of failure: a lack of proper understanding of the business and its strategy; a total lack of appreciation of both the strategic and systemic risks created by new product markets; and a total failure by boards to ensure that the incentive structures for top management reflect long-term needs rather than short-term profits, thereby putting the company's future at risk. John has written a useful and practical handbook that is a must read for all board members on how to improve corporate governance. —Datuk Seri Panglima Andrew Sheng, Chief Adviser, China Banking Regulatory Commission and the Boards of the Qatar Financial Centre Regulatory Authority , Sime Darby Berhad and Khazanah Nasional «This timely book will interest those wanting to improve corporate governance and risk management. It should also appeal to anyone curious about what caused banks to fail in a number of markets in recent times, and the values which led to this failure. In considering principles which are essential to good governance, ACCA recognizes that corporate governance evolves and improves over time. We accept that organizations in different sectors and across the world operate in diverse environments in terms of culture, regulation, legislation and enforcement. What is appropriate, in terms of governance, for one type of organization will not be appropriate to all organizations. John Zinkin’s book seeks to address this challenge, analyzing the essential cultural and behavioral issues which sit at the heart of the challenges.» —Paul Moxey, Head of Risk Management and Corporate Governance, Association of Chartered Certified Accountants «A scholarly combination of practical guidelines and strategic vision.» —Lady Sylvia Jay CBE, Vice-Chairman, L'Oreal UK; Independent Director, Alcatel-Lucent, Compagnie de Saint Gobain, Lazard Limited and Carrefour «This is a highly topical and timely publication. Globally, the crisis that has gripped the financial services sector following the failure of well known global banks in recent years has focused attention on corporate governance. To restore confidence in the financial services sector is a long-term goal and effective corporate governance, together with the closely associated topic of risk management, has gripped not only governments and banks, but the public too. In this book, John Zinkin clearly asserts that financial institutions need to exert their responsibilities beyond their shareholders and far more into the wider group of stakeholders, including employees and wider society. In considering issues globally, John provides a book that is not only thought-provoking but pragmatic and useful at a time when stakeholders in our banks need to see real change in transparent, practical ways from those charged with governing our banks.» —Ruth Martin, Managing Director, The Chartered Institute of Securities and Investment

Julia Frehse M.A versus Alliances. The Impact of Partner-specific Alliance Experience on Governance Choice

When companies decide upon a strategy to achieve and sustain growth, they can choose between different options to reach this goal. If external growth is chosen, alliances and acquisitions are typically considered alternative governance structures that involve cooperative efforts on the inter-organizational level. Despite this similarity, each of the two governance types has its own strengths and weaknesses: alliances are based on contracts and offer the firm a substantial level of flexibility while acquisitions are ownership-based and imply a higher degree of commitment but also control. In the course of the governance decision, tradeoffs have to be made between flexibility and control. The challenge managers have to decide, which of the two governance modes suits a specific situation best and will achieve superior results for the company. Prior research shows that a company's history in inter-organizational governance influences its future governance choices. Firms that have cooperated in an alliance in the past make different governance choices than firms who lack this experience. In general, companies tend to choose governance modes they are already familiar with for future transactions. In addition, whether the partner firms know each other and have worked together before also influences the choice between alliances and acquisitions. This book lays its focus on situations, where companies have allied in the past and are now deciding upon the appropriate governance for...

Inhaltsangabe:Abstract: This thesis provides evidence that companies showing stronger corporate governance performance are on average also valued higher in terms of Tobin’s q. This evidence is found using a dataset of 242 of Europe’s largest corporations listed in the FTSE Eurotop 300 index. For each of these corporations, a dataset of over 300 corporate governance rating variables is analysed to establish a detailed overview of a firm’s corporate governance performance. These 300 rating variables result out of a corporate governance standard established by an independent rating agency in cooperation with the largest European institutional investors and in reference to the respective national corporate governance codes of the companies in the sample. The final regression model containing independent score components for Corporate Governance performance and financial performance proxied by ROA represents an R square adjusted of 42 per cent, thereby making the model and the inherent coefficients highly representative. The coefficient of the corporate governance score component suggests that, ceteris paribus, a one point increase in the value of the score component leads on average to a 0.3 point increase in Tobin’s q. The statistical findings are tested in depth for their practical validity in the subsequent Interview with the DWS Investment Group. The resource-based view theory was the conceptual framework for this study. Data collection included semi structured interviews with 15 business managers, participant observation, and organizational document analysis. These themes included competitive position and response, internal factors, IT-specific factors, and ICT experiences. Implications of social change include providing business managers with specific knowledge on ICT strategies used to improve international competitiveness in Barbados and an understanding of desirable and undesirable perspectives held regarding these strategies.

The Policy Governance Model and the Role of the Board Member sets out a clear vision for excellence in board leadership. It gives board members an understanding of the concepts and principles that are at the very heart of John Carver's innovative Policy Governance model. This guide details members' main tasks and presents the guidelines needed to transform a board into an effective group that consistently leads powerfully.
