The European Union Membership of Turkey has been an endless issue for both Turkey and EU for more than fifty years. Nevertheless, with the launch of Candicacy and Negotiations in 1999 and 2005, this process has speeded up with positive attitudes of the both sides. Resolutely, there have been always some factors which sometimes slows down or speeds up the progress of Turkish government to implement EU adoption law (acquis communautaire) over the years such as cultural, historical and social differences between Turkish and European communities. Besides these, decisions of the politicians are also important. Moreover the media effect should be taken into account, too since the media are significant elements for National decision making process. In this academic research, the Turkish media effect over the EU Negotiations and National decision making process of Turkey is debated by the comparison of three significant media groups in Turkey from left wing, center and the right wing between the time period of 2004 and 2010. The news made by these media groups will be analyzed from the view of cultural, social and political traditions of Turkey and European Union.

The European Union, the world's foremost trader, is not an easy bargainer to deal with. Its twenty-five member states have relinquished most of their sovereignty in trade to the supranational level, and in international commercial negotiations, such as those conducted under the World Trade Organization, the EU speaks with a "single voice." This single voice has enabled the Brussels-based institution to impact the distributional outcomes of international trade negotiations and shape the global political economy. Trading Voices is the most comprehensive book about the politics of trade policy in the EU and the role of the EU as a central actor in international commercial negotiations. Sophie Meunier explores how this pooling of trade policy-making and external representation affects the EU's bargaining power in international trade talks. Using institutionalist analysis, she argues that its complex institutional procedures and multiple masters have, more than once, forced its trade partners to give in to an EU speaking with a single voice. Through analysis of four transatlantic commercial negotiations over agriculture, public procurement, and civil aviation, Trading Voices explores the politics of international trade bargaining. It also addresses the salient political question of whether efficiency at negotiating comes at the expense of democratic legitimacy. Finally, this book looks at how the EU, with its recent enlargement and proposed constitution, might beco...

Organizational leaders can use the results of this study to simultaneously improve the quality and effectiveness of the decision-making process. The findings of the quantitative study in this book indicated the increasing importance of concepts regarding ethical behavior and decision-making by leaders in a retail business workplace. The implication that leaders have the responsibility to uphold the highest standards of ethical conduct means that leaders should focus on doing the right thing when integrating ethics and decision-making together. Leaders should embrace the best practices for determining ethical decision-making when confronting unethical behavior in a retail business workplace.

Brigitte Reck Between Democracy and Technocracy. The Role of Expertise for the European Parliament

3602 руб.
The European Union is increasingly facing a dilemma between democracy and technocracy. On the one hand, the EU is today accused for lacking sufficient democratic legitimacy, and on the other, public policy-making is getting more and more complex and technical, making politicians reliant to a certain extent on the technical knowledge of specialised experts. The European Parliament, being the only directly legitimated body within the institutional set-up of the EU and thus the symbol of democracy, plays a key role in this respect. In this book Brigitte Reck analyses the role of expertise for the European Parliament. It is assumed that, in order to fulfil the new challenges posed by its enhanced role in EU decision-making, the European Parliament depends to a high degree on internal and external help in the form of expert knowledge, policy advice and parliamentary assistance. It discovers, mainly on the basis of interviews with politicians and officials in Brussels, which sources of expertise the European Parliament can rely on and to what extent Parliament has adapted its internal capacities to the new challenges arising mainly from co-decision, but also from enhanced complexity. Finally it suggests how to improve the internal expertise capacities of the European Parliament which are necessary if the institution is to bridge the gap between democratic control and good quality outcomes.

Decision-making has evolved recently thanks to the introduction of information and communication technologies in many organizations, which has led to new kinds of decision-making processes, called “collaborative decision-making”, at the organizational and cognitive levels. This book looks at the development of the decision-making process in organizations. Decision-aiding and its paradigm of problem solving are defined, showing how decision-makers now need to work in a cooperative way. Definitions of cooperation and associated concepts such as collaboration and coordination are given and a framework of cooperative decision support systems is presented, including intelligent DSS, cooperative knowledge-based systems, workflow, group support systems, collaborative engineering, integrating with a collaborative decision-making model in part or being part of global projects. Several models and experimental studies are also included showing that these new processes have to be supported by new types of tools, several of which are described in order to calculate or simulate solutions or global solutions for decision-making modification. Definitions and new trends for these models are given, along with types of systems. Contents 1. Alteration of Decision-Making Processes in Organizations. 2. New Decision-Making Processes. 3. This book tells the little known story about the decision for the Caribbean island of Tobago to form a unitary colony with the neighbouring island of Trinidad in 1889. It chronicles the path from its discovery by Columbus in 1498 through the European rivalry of the Spaniards, Dutch, French, Courlanders, (Latvians), Swedes, and British to its status as a British colony in 1814. It examines the effects of the emancipation of the slaves in 1834; the several changes to its constitution; the collapse of its economy dominated by the sugar industry and points to the conflict between the legislative and executive branches of the government as the source of its failure as a political entity. Tracing for the first time the growth of its relations with Trinidad, the book reproduces the principal records of the decisions in the legislatures of Tobago, of Trinidad and of the British parliament that created the union. The administrative issues of the period 1889-1899 and their resolution are discussed. The union is compared with the union of Scotland and England in 1707; the attitudes of modern historians to the decision examined; and the book ends with the author's evaluation of the decision making process. Decision-making by managers in the aviation industry in Nigeria appears to be ineffective as reflected in public outcries and customers' complaints about the low quality of services rendered. To attain a high level of prompt service delivery that will bring about efficiency, effectiveness, and competitive advantage, the management of the aviation industry in Nigeria needs to access and use information systems to enhance their decision-making process. Also, there is the need to ensure that every manager possesses the right traits. Findings showed that access to, use of information systems and personality traits were essential tools for enhancing decision-making of managers in Nigeria's aviation industry. It is recommended that aviation authorities should endeavour to make information systems accessible to their managers and encourage them to use it for improved decision-making. In addition, the personality traits variables of openness and conscientiousness should be considered when recruiting personnel for the industry.

In 2001, European leaders met in Laeken, Belgium at the Convention on the Future of Europe to discuss the direction and agenda for a stronger, more united European Union, as well as consider the possibility of a European Constitution. The bulk and complexity of EU legislation has made decision-making and institutional operations quite difficult, and many EU officials believed that a more concise and consolidated document encompassing all current EU treaties would offer clarity and transparency, while also creating more opportunities for improved policy coordination and public participation. Over a two-year period, officials drafted a lengthy Constitution of over 250 pages, detailing the structure, procedures, and competences of the EU, and these elites felt that their hard work would be well received and accepted by the European public. However, when the draft was sent out to member states for ratification, it was rejected by both France and the Netherlands, and the EU postponed the constitutional project indefinitely. After all of the time, money, energy and resources invested in the European Constitution, why did this project fail?

Studienarbeit aus dem Jahr 2016 im Fachbereich Politik - Internationale Politik - Thema: Europäische Union, , Sprache: Deutsch, Abstract: The following term paper aims to assess the current state of interdependencies as well as future developments in the gas relations between the European Union and Russia. The theoretical approach therefor is framed by Keohane and Nye's Theory of Interdependence. It is used to analyze (a) the prevailing gas supply situation of the European Union, (b) the significance of the European gas demand for the Russian Federation, (c) diversification opportunities for both parties and (d) the progress and effects of a common EU approach in gas negotiations with Russia. It becomes evident that the EU's Energy security is very reliant on consistent gas supplies. Yet, Russia can only slightly exploit this sensitivity dependency as a source of geopolitical power vis-à-vis the EU, because its own economy depends on Europe's investments and the revenue from gas exports to EU countries. The analysis of the diversification potentials reveals that the mutual dependence will remain strong in the near future. In the medium term the EU has to expand its range of suppliers by investing in LNG infrastructure and the Southern Corridor. In contrast, Russia tries to get hold of the Union's diversification plans, as exemplified by the competition between the Turkish Stream and TANAP pipeline projects. A common European approach towards gas negotiations w...

Building on lecture notes from his acclaimed course at Stanford University, James March provides a brilliant introduction to decision making, a central human activity fundamental to individual, group, organizational, and societal life. March draws on research from all the disciplines of social and behavioral science to show decision making in its broadest context. By emphasizing how decisions are actually made -- as opposed to how they should be made -- he enables those involved in the process to understand it both as observers and as participants.March sheds new light on the decision-making process by delineating four deep issues that persistently divide students of decision making: Are decisions based on rational choices involving preferences and expected consequences, or on rules that are appropriate to the identity of the decision maker and the situation? Is decision making a consistent, clear process or one characterized by ambiguity and inconsistency? Is decision making significant primarily for its outcomes, or for the individual and social meanings it creates and sustains? And finally, are the outcomes of decision processes attributable solely to the actions of individuals, or to the combined influence of interacting individuals, organizations, and societies? March's observations on how intelligence is -- or is not -- achieved through decision making, and possibilities for enhancing decision intelligence, are also provided.March explains key concepts of vital impo...

While deeply grounded in the relational constructionist approach, this inquiry finds that breakthrough decision making may involve more than simply relational coordination. The construct of relational presence, which emerges from the findings and the hermeneutic, is sharply distinguished from consensus decision making models.

Inhaltsangabe:Abstract: The idea of understanding consumer behaviour as a sequential decision-making process is one that is common in marketing. The decision-making process itself is presented as a logical flow of activities, working from problem recognition to purchase to post-purchase evaluation. This decision-making process is affected by a number of other more complex influences. Some of these influences relate to the wider environment in which the decision is being made while others relate to the individual who makes the decision. In this context, „.. [o]ne of the most widely accepted notions in consumer behavior is that word-of-mouth communication (hereafter WOM) plays an important role in shaping consumers' attitudes and behaviors.“ More specifically, WOM communications between consumers are a topic of interest in both the pre-purchase and post-purchase decision-making literature. Research into the diffusion of innovations has focused on modelling the role of WOM in product adoption at various stages of the diffusion process. WOM has also been studied as a mechanism through which consumers convey both informational and normative influences in the product evaluation. Finally, WOM has been identified as an important post-purchase complaining option. Although WOM plays an important role in consumer pre-purchase and post-purchase decision-making, research into this phenomenon has been fragmented. Importantly, relatively little attention has been directed at understandi...

Negotiating relationships become increasingly important as individuals and companies do business globally. Cultural differences have a broad effect on business, thus also on business negotiations. Cultural differences between Romania and Austria exist regarding communication, goal-orientation, time and decision making process. These factors have influence on negotiations as Romanians behave in another way as Austrians do. Negotiators must be aware that cultural differences increase the time required to reach an agreement and they can lead to suboptimal agreements or even to a complete breakdown of negotiations.

On the one hand, specialists in decision theory do not come within the reach of most policy makers and, secondly, there are very few books on pragmatic decision that are not purely anecdotal. In addition, there is virtually no book that provides a link between decision-making and action. This book provides a bridge between the latest results in artificial intelligence, neurobiology, psychology and decision-making for action. What is the role of intuition or emotion? What are the main psychological biases of which we must be wary? How can we avoid being manipulated? What is the proper use of planning? How can we remain rational even if one is not an expert in probabilities? Perhaps more importantly for managers, how does one go from decision to action? So many questions fundamental to the practice of decision-making are addressed. This book dissects all issues that arise almost daily for decision-makers, at least for major decisions. Drawing on numerous examples, this book answers, in plain language and imagery, all your questions. The final chapter takes the form of a brief reminder – everything you have to remember to be a good decision-maker.

This study examines the stability of legislative decisions in the European Union before and after enlargement and after the possible entry into force of the Lisbon Treaty. Stability of decisions is analysed both in terms of a risk of decision cycles and in terms of the frequency of gridlock situations. The risk of such ‘chaotic' decisions depends on three parameters, the applied decision rules, the dimensionality of the conflict space and the heterogeneity of actor preferences. Dietrich Drüner uses the concepts of the core and the winset, which stem from spatial voting and veto players theory and which incorporate the three parameters. Testing these concepts against a data set about 70 legislative proposals, Dietrich Drüner generates empirical findings about the impacts of enlargement and institutional reform on the EU's decision-making processes. This book is intended for scholars of European integration and politics as well as policy makers at both the European and the national level.

When changes happen in business processes at run time, the affected service-oriented systems should be adapted to accommodate the changes. Deciding the most suitable adaptation way is very critical and complicated. While there has been a lot of research working on adaptation of Web service composition, autonomic business-driven adaptation decision-making, particularly instance-based decision-making, is still an open research issue. In this book, we propose a set of business-driven instance-based adaptation decision-making solutions.

Inhaltsangabe:Abstract: Since the adoption of the Single European Act (SEA) in 1986 more and more competencies have been transferred by EU Member States to decision makers in Brussels. Beside the objective of the completion of the Single Market the scope of Community policies has widened to political co-operation, technological development, and social policy. In addition, the powers of the European Parliament were strengthened and qualified majority voting was introduced for decisions related to the completion of the internal market. Since the summits of Maastricht and Amsterdam European integration has further gained in momentum. National governments again handed over sovereignty to the European level. Jacques Delors’ famous quote that 80% of regulations impacting on the economic sphere were decided in Brussels today demonstrates the shift of competency. Within the last 15 years Brussels has become an important centre of power. This transference of power to the European level also has affected the behaviour of interest groups. Before 1986 it usually was sufficient to lobby the own national administration in order to influence regulations. The main function of European peak organisations at the time was on the one hand to monitor events in Brussels and report them back to their member federations on the other hand they formed a transnational network for the exchange of information. The growing power of European institutions and the strengthening of the supranational element w...

By studying the Free Democratic party in Switzerland, the authors produced four decision modes: decision by majority vote, decision by amicable agreement, non-decision, and the mode they develop and describe in the book--decision by interpretation.Originally published 1980.A UNC Press Enduring Edition -- UNC Press Enduring Editions use the latest in digital technology to make available again books from our distinguished backlist that were previously out of print. Christina L. Davis Food Fights over Free Trade. How International Institutions Promote Agricultural Trade Liberalization

This detailed account of the politics of opening agricultural markets explains how the institutional context of international negotiations alters the balance of interests at the domestic level to favor trade liberalization despite opposition from powerful farm groups. Historically, agriculture stands out as a sector in which countries stubbornly defend domestic programs, and agricultural issues have been the most frequent source of trade disputes in the postwar trading system. While much protection remains, agricultural trade negotiations have resulted in substantial concessions as well as negotiation collapses. Food Fights over Free Trade shows that the liberalization that has occurred has been due to the role of international institutions. Christina Davis examines the past thirty years of U.S. agricultural trade negotiations with Japan and Europe based on statistical analysis of an original dataset, case studies, and in-depth interviews with over one hundred negotiators and politicians. She shows how the use of issue linkage and international law in the negotiation structure transforms narrow interest group politics into a more broad-based decision process that considers the larger stakes of the negotiation. Even when U.S. threats and the spiraling budget costs of agricultural protection have failed to bring policy change, the agenda, rules, and procedures of trade negotiations have often provided the necessary leverage to open Japanese and European markets. This book repre...

The European Union is concerned by ethnic conflicts that are on its borders and can threaten the security of the EU from outside and inside. Examining the cases of South Ossetia, Abkhazia, Nagorno-Karabakh, Transnistria and Cyprus, this research investigates to what extent the European Union is committed to ethnic conflict resolution. Hypothesizing that EU direct involvement in the conflict resolution process is more successful than the mediated efforts and the failure of the European Union to assist territorial entities sharpens the secessionist trends, the theories of third party intervention, credible commitment theory and the costs and benefits theory form the theoretical framework of this research. The review of the literature formed basis to understand the EU policies and tools deployed for the conflict prevention in the cases selected, on which the applied theoretical framework created strong bases to make conclusions. The EU direct involvement in the conflict resolution process is more effective. Rejecting the second hypothesis the argument becomes valid emphasizing that EU assistance, substantial or not, does not affect the conflicting territories' decision to secede.

Research paper from the year 2015 in the subject Business economics - Miscellaneous, FOM Hochschule für Oekonomie und Management gemeinnützige GmbH, Hochschulstudienzentrum Freiburg, course: Management Decision Making, language: English, abstract: The most important job of any executive is making decisions. It is also the toughest and riskiest job, because bad decisions can damage a business and a career, in some situations irreparably. In many cases these bad decisions occur when alternatives were not clearly defined, the right information was not collected, the costs and benefits were not accurately weighed, or the decision maker himself was sabotaged by the human brain. In the present complex environment, the executives call for a way to cope with the myriad factors that affect the achievement of goals and the consistency of the judgement the decision makers use to draw valid conclusions. (Harvard Business Review 2011, p. 1, Saaty 2013, p. 6) Many difficulties like uncertainty about the future, variation of consequences of different actions, difficulties because of too few or too many available alternatives, and complexity of a decision situation, if more factors have to be taken into account, make it more important to support the decision makers with procedures and tools that have been developed for a systematic selection of requirements and processing of relevant information. The general approach of decision making ranges from the highly complex problems to the relativel...

In times when the debate about the model of the EU arises, this book discusses the role of the Committee of the Regions (CoR), an advisory body of the European Union which defines itself as the political assembly of holders of a regional or local electoral mandate, in tackling the democratic deficit and enhance the citizens´involvement in the decision-making process. The initial hypothesis is that the CoR is an unknown institution that could play a much decisive role due to its unique position inside the EU structure. The opportunities and limitations for this have been studied in order to give a clear vision about the current situation and the influence of the CoR. After that, potential actions are addressed aiming to give this institution a bigger and better relevance and engagement with the citizens.

Thus the understanding of human behaviour becomes more and more important. Furthermore the behavioural aspect of the decision making process plays a big role, as everyone of us would face resource allocation situations or portfolio decisions and people always do not make optimal decisions as mathematical models would do, but rather a completely another way often based on heuristics. Therefore it is interesting to investigate how people tackle such decision making situations intuitively and which cognitive strategies they follow thereby. This work aims to give a detailed overview about the relating literatures at first. Thesis (M.A.) from the year 2010 in the subject Politics - International Politics - Topic: European Union, grade: 2.0, University of Flensburg, language: English, abstract: The Eastern enlargement of the European Union in 2004 alongside the accession in 2007 of Bulgaria and Romania into the European Union has paved way for a historical shift of the Union , emergence of new borders, and emergence of new relations and policies towards new neighbours. Despite the fact that the European Neighbourhood Policy (ENP) might be considered as a foreign policy instrument, what seems unknown and less considered is the cost of relationship, intent of the European Union (EU) in relations with new members, interest of both sides, security and stability alongside economic and democratic space. The ENP consolidates the opinion that the limits of Europe is increasingly evasive; the thesis therefore aims at considering or analyzing the EU relations in the view of its implications stemming from the ENP policy toward Ukraine as a member of the ENP.
