Since the end of the Second World War the international community has built, very slowly and with many difficulties, the so-called “nuclear non-proliferation regime.” The main purpose of this regime is to impede the proliferation of nuclear weapons having as its final goal the complete elimination of all weapons of this type but without defining a period during which this goal must be achieved. Up to now the strategy adopted by all nuclear-weapon States in the field of non-proliferation of nuclear weapons has been associated with their main policy objectives in the field of nuclear disarmament, which is to impede that any new country have access to a nuclear weapon and to preserve an acceptable level of dissuasion. However, it is important to highlight that despite all efforts made by some of the nuclear-weapon States to impose this strategy,their enforcement has not been able to impede completely the horizontal proliferation of nuclear weapons. Eight or nine countries have declared that they possess nuclear weapons in their military arsenals or the international community knows that they have this type of weapons; four others destroyed their nuclear weapons in the 1990s.

As currently interpreted, it is difficult to see why the Nuclear Nonproliferation Treaty (NPT) warrants much support as a nonproliferation convention. Most foreign ministries, including that of Iran and the United States, insist that Article IV of the NPT recognizes the "inalienable right" of all states to develop "peaceful nuclear energy." This includes money-losing activities, such as nuclear fuel reprocessing, which can bring countries to the very brink of acquiring nuclear weapons. If the NPT is intended to ensure that states share peaceful "benefits" of nuclear energy and to prevent the spread of nuclear bomb making technologies, it is difficult to see how it can accomplish either if the interpretation identified above is correct. Some argue, however, that the NPT clearly proscribes proliferation by requiring international nuclear safeguards against military diversions of fissile material. The proliferation of nuclear weapons is one of the most challenging security issues of today. In September 2009 reports of a newly discovered nuclear facility, the Fordow Fuel Enrichment Plant, raised the question if Iran is in compliance with the obligations under its Safeguards Agreement, which was concluded with the International Atomic Energy Agency in accordance with the Non-Proliferation Treaty. The paper seeks to provide a basis for understanding the problematic from an international legal perspective, using international treaty law as tool of analysis. For the interpretation of Iran's rights and obligations the Vienna Convention on the Law of Treaties is applied on Iran's Safeguards Agreement. Furthermore, the report discusses the overall legitimacy of the non-proliferation regime in general and the application of the non-proliferation rules in relation to Iran in particular. The analysis should be a useful key for accessing the complex system of international regulations, which make out the non-proliferation regime. Radioactive contamination of the environment in Siberia (Russia) begun in 1949 when was accomplished the first explosion of a nuclear device at the Semipalatinsk Test Site (Kazakhstan). It is known that the explosions of nuclear devices in the atmosphere were accomplished regularly until 1963. Radioactive fallout from the explosions had contaminated several densely populated areas of Siberia, mainly the Altai region. Since then, more than 3,000,000 inhabitants of Siberia and the Urals has been exposed to radiation due to testing of nuclear devices at the Semipalatinsk and Novaya Zemlya Test Sites as well as accidents at some sites involved in the manufacture of nuclear weapons such as the Siberian Chemical Complex (Seversk), the Mayak Chemical Complex (Ozersk), and the Mining-Chemical Complex (Zeleznogorsk). In this work, we report the results of genetic and biomedical examinations of the local population inhabiting in the Altai region, the Altai Republic and people living close to the nuclear facilities of Zeleznogorsk, Seversk and Ozersk who were exposed to radiation, as well as the participants of eliminating the consequences of the Chernobyl accident.

The diamond issue was lowly ranked on the international radar for decades and became a clear priority during several civil wars in Africa in the 1990s. The Kimberley Process Certification Scheme is an international effort that was put in place to eliminate conflict diamonds from being sold and financing war, insurgent groups or terrorism.

All armed conflicts, whether international or non-international, are characterized by some sort of asymmetry. Disparities between parties to armed hostilities have always been an issue as a matter of fact, although not necessarily addressed by International Humanitarian Law (IHL) as a matter of law. IHL remains a stranger to such situations, for it is based on its equal applicability to all parties of a conflict.Nonetheless, contemporary conflicts have shown that the said equality may no longer be the rule, but rather the exception. This refers in particular to non-international armed conflicts where parties are inherently asymmetrical and the weaker ones tend to act in straightforward violation of universally hailed rules in order to engage their technologically advanced and more resourceful enemy.Accordingly, the ways in which asymmetric actors behave during armed conflicts challenge IHL's basic foundations, and the fact that civilians still endure the burden of hostilities, as their primary victims, underpins the necessity for further efforts in the attempt to promote respect for IHL. This work assesses diverse alternatives to respond to these brutal forms of asymmetric confrontations, with a view on those mechanisms which best address the causes why non-state actors deny not only complying with IHL from a legal perspective but also contemplating policy-making considerations.

The purpose of this work is to focus on the International Committee of the Red Cross (ICRC) which was structured in 1863 to establish and monitor the laws of warfare. It was one of the first NGOs to actively work to change the behavior of states by preserving a measure of humanity in the midst of war. The choice of the Rwandan genocide of 1994 as my case study is because it clearly gives us an example of how politics underline humanitarian engagements or intervention like the deployment of massive military operations for conflict resolution. These actions are aimed at resolving and containing conflict rather than focus solely on the consequences of war, therefore they affect the amount of casualties a full uninterrupted war may accumulate. In the case of Rwanda the international community ignored the demands for humanitarian intervention (peacekeeping forces) and consequently the casualties left to humanitarian operators such as the ICRC were staggering. This work examines the ICRC’s operations in conflict situations in Africa, especially during the Rwandan genocide of 1994 and highlight their increased relevance in the contemporary international system in the face of conflicts.

This study focuses on the protection of terrorism suspects under International Humanitarian Law. This study makes Guantanamo Bay in Cuba a case study. The central themes of this study is the question on whether Guantanamo bay detainees are entitled for prisoners of war status or and also this study deals with the legal position for detainees suspected of terrorism acts during peacetime. These are main issues the field study has attempted to address. The study has revealed that every component of the 'war on terrorism', every situation in which persons held in Guantánamo were involved and every individual detained there has to be qualified separately. Many persons held in Guantánamo are not at all covered by international humanitarian law (IHL). Others benefit from the fundamental guarantees of International Humanitarian Law of non-international armed conflicts, which do not offer a legal basis for their detention an issue dealt with by domestic law. The study has also shown that those persons who were arrested in Afghanistan are protected by International Humanitarian Law of international armed conflicts..
