A volume inEducational Policy in the 21st Century: Opportunities, Challenges and SolutionsSeries Editor: Bruce A. Jones , University of HoustonOver the past 30 years our public school system has received an unprecedented amount of attention as thisconcerns methods of school reform and policy strategies for bringing about this reform. During the 1980s theemphasis of school reform was on transparency through school-community partnerships. Business andphilanthropy, for example, became involved with issues of schooling that was unheard of prior to this period. The1980s also gave rise to issues of school finance and student performance that went beyond traditional views that tended to focus on finance"adequacy" to views that focused more on school finance arrangements that would lead to actual "equitable outcomes" in student performance. The 1990s witnessed the emergence of the comprehensive school reform movement whereby curriculum outsourcing occurred at rates that hadnever occurred before. With this movement, the role of teachers and school leaders in the creation of school curriculum diminished as schooldistricts increasingly purchased vendor-related curriculum packages, which included teacher and leader training modules and methods ofcurriculum assessment. On the heels of the increasing tendency of school districts to outsource school curriculum to curriculum-vendors came a risein demands for school accountability and school outcomes. This was particularly evid...

More's Utopia is a complex, innovative and penetrating contribution to political thought, culminating in the famous 'description' of the Utopians, who live according to the principles of natural law, but are receptive to Christian teachings, who hold all possessions in common, and view gold as worthless. Drawing on the ideas of Plato, St Augustine and Aristotle, Utopia was to prove seminal in its turn, giving rise to the genres of utopian and dystopian prose fiction whose practitioners include Sir Francis Bacon, H.G. Wells, Aldous Huxley and George Orwell. At once a critique of the social consequences of greed and a meditation on the personal cost of entering public service, Utopia dramatises the difficulty of balancing the competing claims of idealism and pragmatism, and continues to invite its readers to become participants in a compelling debate concerning the best state of a commonwealth.

"Corporate reform" is not reform at all. Instead, it is the systematic destruction of thefoundational American institution of public education. The primary motivation behind thisdestruction is greed. Public education in America is worth almost a trillion dollars a year.Whereas American public education is a democratic institution, its destruction is beingchoreographed by a few wealthy, well-positioned individuals and organizations. This bookinvestigates and exposes the handful of people and institutions that are often working together tobecome the driving force behind destroying the community public school.

A volume in Critical Constructions: Studies on Education and SocietySeries Editor: Curry Stephenson MalottEducation has rarely been absent from local and national public discourse. Throughout thehistory of modern education spanning more than a century, we have as a culture lamented thefailures of public schooling, often making such claims based on assumptions instead of anynuanced consideration of the many influences on teaching and learning in any child's life-notablythe socioeconomic status of a student's family.School reform, then, has also been a frequent topic in political discourse and public debate.Since the mid-twentieth century, a rising call for market forces to replace government-run schooling has pushed to the front of thosedebates. Since A Nation at Risk in the early 1980s and the implementation of No Child Left Behind at the turn of the twenty-firstcentury, a subtle shift has occurred in the traditional support of public education-fueled by the misconception that private schools outperform public schools along with a naive faith in competition and the promise of the free market. Political and ideological claims thatall parents deserve school choice has proven to be a compelling slogan. This book unmasks calls for parental and school choice with a postformal and critical view of both the traditional bureaucraticpublic school system and the current patterns found the body of research on all aspects of school choice and private schooling. Police Reform, described as 'too hot to handle' by Stephen Savage, is a critical issue in the developing democracies. Bangladesh, a former British Colony as part of the British ruled India, liberated in 1971, is still governed by the 19th Century British Laws which is long overdue to reform. The Police Act of 1861 is yet to be reformed to fulfill the requirements of democracy. The Government initiated Police Reform Programme (PRP), supported by Department for International Development (DFID) and United Nations Development Programme (UNDP), has been struggling to be implemented to reform the Police 'Force' of Bangladesh towards a Police 'Service'. This book has mainly focused on the complex issues of Policing and Police Reforms in Bangladesh with special emphasis on the Police Reform regard to developing democracies.

Voices of Pineland: Eugenics, Social Reform, and the Legacy of "Feeblemindedness" in Maine byStephen Murphy tells the story of the Maine School for the Feebleminded, later known asPineland Hospital and Training Center. Based on an in depth analysis of annual institutionalreports, newspaper clippings, legal documents, and other archival sources as well as interviewswith former residents, their family members, and staff, Murphy traces the history of the Maineinstitution from its founding in 1908 to its eventual closure in 1996. Prior to 1908, Maine sentmany of its citizens with intellectual and developmental disabilities to Massachusetts. When thestate established the Maine School for the Feebleminded, it modeled it after an institution inMassachusetts that had been the first asylum for socalled "idiots" in the United States. Murphyshows the influences of both social forces and the personalities of superintendents, electedofficials, and eventually lawyers, advocates, and court officials on Pineland's historyVoices of Pineland is more than the story of Maine's institution for the feebleminded, though. It provides a lens through which to viewthe history of people with intellectual disabilities in twentieth century America. The founding of the Maine School for theFeebleminded was a product of the eugenics fervor that swept the country around the turn of the century and continued for severaldecades. The feebleminded were seen as a cause of a broad range of s...

Amidst the contentious debates about teacher effectiveness, most people believe that unions, education colleges, charter networks, consulting agencies, textbook publishers, test producers, professional associations, teachers, and researchers disagree with one another about the most essential school reforms. Though all thesegroups do certainly have their own interests and perspectives, they also all desire to see that students are betterprepared for a competitive world. What if all these groups worked together for that very goal? What wouldhappen if all reform work in PK-12 education centered on the improvement of teaching? Would teachers betreated differently? Would they respond to their work in more innovative ways? Would it change the quality ofeducation that children in the United States receive?Six Degrees of School Improvement: Empowering a New Profession of Teaching provides glimpses of thisrealistic approach to American education reform with an eye toward what the system might look like in one totwo generations from now. The book makes a solid case for "collaborative professionalism," a system thatbinds professionals together under a common set of understandings about the ways in which children and adolescents learn content knowledge andacquire skills. It argues that popular approaches to school improvement circumvent teachers and thus further de-skill and disempower the very peopleresponsible for student learning in classrooms. America is a countryof relatively small school districts. The book opens with a brief overview of the history of twentieth century school buildings and movesfrom there into a brief discussion of the requirements of today's school buildings as integral parts ofthe communities they serve. Citizens need to understand problems and issues involving their schoolbuildings. Many studies provide evidence that professional learning communities are a valid means for school reform in public education. These studies may be even more important since schools are facing more pressure than ever to meet high academic performance benchmarks. Therefore, the purpose of this study was to discover teacher perceptions toward a professional learning community and teacher perceptions of instructional practice in a middle school in a southern U.S. state. The results of this study indicated that teachers have a positive perception of learning communities, instructional practice, effective communication, collaboration, shared leadership practices, and the use of common assessments. Teachers, principals, and superintendents may use the results of this study to promote the creation of professional learning communities. The results of this study can lead to positive social change by providing an alternative school culture encouraging a positive perception among teachers that leads to improved instructional practice which can impact student learning

Seminar paper from the year 2006 in the subject Politics - International Politics - Region: Russia, grade: Honors (Bestnote), Yale University, course: Dynamics of Russian Politics, 13 entries in the bibliography, language: English, abstract: The story of the post-Soviet economic transformation of Russia told by radical reform advocates is compelling in the sense that it is cogent within the limited confines of economic logic. However, it is not exhaustive. Rather, it should be regarded as a snapshot view from a very specific - and in particular: an ahistorical - perspective. We will contrast this perspective with an alternative interpretation of reform that takes into account exogenous factors, namely culture and history. As Hedlund suggests, "there are good reasons why economics in particular would be insensitive to the highly specific conditions that marked Russia's attempted economic transition." We will begin our remarks with a short overview of the transformation process according to the positivist view of the economist and radical reform advocate Anders Ås-lund. The purpose of the discussion is not to merely recapitulate the chronology of transformation but rather to point out the underlying assumptions on which economic policy rested. These are crucial for understanding why reform deviated from the path forecasted by the proponents of radical reform. In a second step, we will attempt a critical appraisal of theses assumptions and look at some of the adverse...

Bachelor Thesis from the year 2015 in the subject English Language and Literature Studies - Literature, grade: 1,3, University of Hannover, language: English, abstract: Ursula K. Le Guin's" The Dispossessed: An Ambiguous Utopia" is a science fiction novel from 1974, often conceived as a blueprint for an anarchist society. "The Dispossessed" presents the reader a juxtaposition of Anarres and its sister planet Urras which houses a society based on capitalism. The aim of the present paper is to explore the location of utopia in "The Dispossessed". Is it a utopia as ambiguous as its subtitle declares? The paper argues that Le Guin's novel in many respects coincides with the concept of a critical utopia. Whereas it is true that both Urras and Anarres display many features that could be considered utopian, "The Dispossessed" equally presents the flaws of its society which, as this paper suggests, relativises their status as the ideal place. The second part of the paper reflects upon the circumstance that both planets are introduced to the reader in the course of a dual narrative, which presents the plotline in alternating chapters on Urras and Anarres. It examines the narrative focus on the protagonist Shevek and his experience of the societies in the light of Tom Moylan's and Ernst Bloch's concepts of utopia. The paper concludes that this ambiguous mode of narration, switching in time and place, firstly portrays a concept of utopia wh...

Studies of teacher beliefs about language learning, as compared to student beliefs, are relatively less common, especially concerning English language learning in Asian countries. The educational reform movement in Taiwan encourages learning English for communicative purposes and values individual interests. However, many current in-service English teachers and parents learned English via grammar translation method and testing, which focuses on the correction of language forms. As a result, these English teachers and parents may or may not share similar views about the changing trends in English learning. A survey and an interview protocol were served as data collection instruments. Teacher beliefs toward English learning in Taiwan were fully revealed in this book. The book provides the mutual understandings between eastern and western perspectives in terms of language education.

A volume in Lifespan LearningSeries Editors: Paris S. Strom, Auburn University, and Robert D. Strom, Arizona State UniversityPeople generally acknowledge the superiority of adolescents in using technology tools needed for learning in the future. The purpose of this book is to describe an online polling strategy that allows adolescents to make known how they view conditions of learning at their school. A school improvement model illustrates how to combine results of student polling with stakeholders' perceptions in the scheme of school reform. Student polling differs from other strategies because the target for gathering data is a single school. This deliberately narrow base for sampling student opinion ensures poll results have local relevance that can motivate stakeholder involvement and guide their response. Over 14,000 secondary students have completed polls examined in the text. These ten polls include: career exploration, time management, selective attention and distraction, motivation for Internet learning, tutoring, peer support, cheating, frustration, cyberbullying, and school stress.Students are the stakeholders with the most to gain or lose in efforts to keep American education competitive. Accordingly, their views should be sought as part of decision making about reform. When student opinion and adult observation are considered, an intergenerational perspective can emerge that more accurately portrays institutional strengths and limitations. School principals, ...

Beginning in 1983, the Mexican government implemented one of the most extensive programs of market-oriented reform in the developing world. Downsizing the State examines a key element of this reform program: the privatization of public firms.Drawing upon interviews with government officials, business executives, and labor leaders as well as data from government archives and corporate documents, MacLeod highlights the difficulties of linking market reforms to improved public welfare. Privatization failed to live up to its promise of raising living standards or decentralizing the economy. Indeed, privatization actually increased the concentration of wealth in Mexico while redirecting the economy toward foreign markets. These findings contribute to theoretical debates regarding state autonomy and the embeddedness of economic action. MacLeod calls into question the autonomy of the Mexican state in its privatization program. He shows that the creation of markets where public firms once dominated has involved both the destruction of social relations and the construction of new relations and institutions to regulate the market.

In the summer of 1970, the members of the New Orleans Fifth Circuit Court of Appeals understood clearly the realities of race in the South. Houston, Texas, like other Southern cities, had made haste toward racial school desegregation as slowly as the White Southern Federal courts would allow. When the High School of Performing and Visual Arts opened its doors in Houston a year later, a new superintendent and liberal-dominated Board of Education wished to demonstrate the positive potential of a voluntarily desegregated student body. HSPVA was the first United States public school for the arts specifically used for racial desegregation purposes, the prototype for the first public urban magnet program of desegregation used to replace a standing court order, and a continuing prototype for other public magnet schools for the arts across the United States. Talent Knows No Color is a 35-year history of HSPVA, exemplary in both arts and academics, which chronicles multi-perspective participant experiences within the context of ever-changing district education policies and demographics. Ten years of school system and HSPVA archival research, examination of local newspapers, and oral history interviews allow a rich narrative unusual among the already limited number of scholarly histories of individual public schools. It is the description and analysis of everyday occurrences that assist the reader in understanding what Series Editor O. L. Davis, Jr. refers to as "the continuing, li...

There are excerpts from fiction, philosophy, social and political history, and an appraisal of the relevant issues.Various topics relating to Utopia such as harmony, freedom and its expression, conflict, machines and thought, homosexual rights to marriage, the future of world languages, the function of religion and God, social control and democracy are explored with a view to investigating man's conflict with himself and society. Many of these issues are relevant notonly to today but to the 22nd century too. This book provides a thought-provoking addition to the body of literature on the subject.

Seminar paper from the year 2007 in the subject Politics - Political Systems - Germany, grade: A, Ryerson University (Canada Toronto Ryerson University), course: Public Administration and Governance , 25 entries in the bibliography, language: English, abstract: While frontrunners like the United Kingdom (UK) under Thatcher, the United States under Reagan and the New Zealand began New Public Management (NPM) reforms in the 1980s, Germany's federal government level only showed movement toward modernization in the late 1990s, and efforts still have not gone far enough to be evaluated with confidence. The most notable government reforms were, undertaken by the local governments, which engaged in incremental reforms in the 1980s, and only began engaging in NPM after a ten-year delay in the 1990s, when the UK and other countries had started concentrating government reform efforts on engaging multi-stakeholder networks through local and public governance measures.Focusing on the local level of government I attempt to explain the puzzle as to why Germany was a decade behind in adopting NPM measures, and why the initiative to reform public management started primarily at the local level and remains mainly limited to the local level of government. Subsequently, the purpose of this paper is to illustrate to what extent local government reforms in Germany vary from those perused by the NPM pioneer, the UK. A focus will be on institutional and ideological particularities of the German...

But even that utopia has its dark side: the Accursed, a prison-state locked behind an impregnable magnetic barrier, where those who refuse to live in utopia are condemned to remain. The arrival of L'Herbaudière threatens the very foundations of the Inverted World...Labelled "one of the most imaginatively ambitious works of its era" by Brian Stableford, Marcel Rouff's Journey to the Inverted World (1920) is both a rare contemporary exercise in utopianism, as well as a ground-breaking work of science fiction depicting 2000 years of futuristic history.

Modern cities are increasingly involving citizens in decisions that affect them. This trend is a part of a movement toward a new standard of city management and planning-falling under the names public involvement, public engagement, collaborative governance, civic renewal, participatory democracy, and citizen-centered change. City administrators have long focused on attaining excellence in their technical domains; they are now expected to achieve an equal standard of excellence in public involvement. Toward this end, Citizen-Centered Cities provides a body of experience about public involvement that would take years for municipal administrators to accumulate on the job. The opening chapter summarizes nine challenges for public involvement, together with over sixty aspirational recommendations. Subsequent chapters provide detailed case studies illustrating these challenges for a range of projects-a new bridge, a light rail line, a highway interchange, neighborhood street modifications, urban streetscaping, bicycle routes, movement of freight, and a transportation master plan. The close government-academic cooperation required to carry out this project builds on an innovative partnership between the City of Edmonton and the University of Alberta called the Center for Public Involvement.

UTOPIA (Libellus vere aureus, nec minus salutaris quam festivus, de optimo rei publicae statu deque nova insula Utopia) is a work of fiction and political philosophy by Thomas More (1478-1535) published in 1516 in Latin. The book is a frame narrative primarily depicting a fictional island society and its religious, social and political customs. The work begins with written correspondence between Thomas More and several people he had met on the continent: Peter Gilles, town clerk of Antwerp, and Hieronymus van Busleyden, counselor to Charles V. More chose these letters, which are communications between actual people, to further the plausibility of his fictional land. In the same spirit, these letters also include a specimen of the Utopian alphabet and its poetry. The letters also explain the lack of widespread travel to Utopia; during the first mention of the land, someone had coughed during announcement of the exact longitude and latitude. The first book tells of the traveller Raphael Hythlodaeus, to whom More is introduced in Antwerp, and it also explores the subject of how best to counsel a prince, a popular topic at the time. In the second part, Utopia is placed in the New World and More links Raphael's travels in with Amerigo Vespucci's real life voyages of discovery. He suggests that Raphael is one of the 24 men Vespucci, in his Four Voyages of 1507, says he left for six months at Cabo Frio, Brazil. Raphael then travels further and finds the island of Utopia, wher...

In the years of the partial reform China demonstrated the high rate of economic growth, large inflow of Foreign Direct Investments and improvement of the performance of its state sector, while Russian economy experienced the prolonged and severe economic downturn with falling industrial production rate and hyperinflation.

In The Artful Aussie Tax Dodger Lex Fullarton studies the impact of 100 years of taxation legislation in Australia 1915-2016. He finds that despite the lessons of a century of actions and reactions of taxpayers and administrators little changes-despite entering a new century old habits are hard to break. At Federation on January 1, 1901, the Commonwealth of Australia was empowered to impose income tax on its citizens. However, it was not until September 3, 1915 that it began a century of 'tax reform' when its first Income Tax Assessment Act was introduced. For 100 years, driven by the winds of various political and social interests, Australia 'reviewed and reformed' its tax legislation. Fullarton studies that transformation.Fullarton's examination considers the oldest of tax planning entities-the British Trust ('received' in Australia at colonisation)-, the introduction of Australia's 'reformed' consumption tax-its VAT, referred to as Goods and Services Tax (GST) in Australia-, an analysis of tax avoidance schemes, and finally government taxation reform activities over the century.Fullarton notes that, just one year into a new century of taxation, the Australian Federal Government put forward a proposal to go forward to the past by repealing certain sections of the Income Tax Assessment Act and transferring Income Taxing powers back to the Australian States, a position which existed prior to 1936.This book looks at how Australia's ta...

A clear roadmap for the new territory of education Education in the U.S. has been under fire for quite some time, and for good reason. The numbers alone tell a very disconcerting story: according to various polls, 70% of teachers are disengaged. Add to that the fact that the United States ranks last among industrialized nations for college graduation levels, and it's evident there's a huge problem that needs to be addressed. Yet the current education system and its school buildings—with teachers standing in front of classrooms and lecturing to students—have gone largely unchanged since the 19th century. Humanizing the Education Machine tackles this tough issue head-on. It describes how the education system has become ineffective by not adapting to fit students' needs, learning styles, perspectives, and lives at home. This book explains how schools can evolve to engage students and involve parents. It serves to spread hope for reform and equip parents, educators, administrators, and communities to: Analyze the pitfalls of the current U.S. education system Intelligently argue the need to reform the current landscape of education Work to make a difference in the public education system Be an informed advocate for your child or local school system If you're a concerned parent or professional looking for a trusted resource on the need for education reform, look no further than Humanizing the Education Machine. This illuminating resource provides the information you need to become a full partner in the new human-centered learning revolution.

Conservatives displayed deep dissatisfaction with the state of affairs in Russia in 1907-1914. A critical attitude toward reality was expressed more strongly by extreme right-wing supporters of the All-Russian Dubrovinist Union of Russian People and less strongly by relatively moderate sympathizers of the All-Russian National Union. Over time, dissatisfaction spread from the right to the left, capturing even representatives of the left flank of Russian conservatism by the beginning of World War I. Their negative mood increased especially after the death of Stolypin, who was accepted as a symbol of conservative reform implemented in a national spirit. Conservatives of various persuasions, advocates and opponents of reform, came together in a negative evaluation of the current uncertain situation which satisfied neither. An explanation for this must be sought above all in the conservatives' attitude toward Russian modernization. Although Russian conservatism did not, in principle, reject the need to adapt to new realities, it was extremely difficult for conservatives to accept that variant of socioeconomic and political modernization that was taking place in Russia in practice. The social base of Russian conservatism was patently inadequate for the new trends. According to statistical data about the deputies of the Third and Fourth Duma conservative factions attracted individuals from the dominating ethno-confessional group, who, at the same time due to poverty, low level of ...
