Climate change is expected to have significant implications for human mobility. The potentially millions of people who may be displaced through climate change impacts such as sea-level rise, accelerated desertification and increased frequency and severity of extreme weather events are frequently referred to as 'climate refugees'. This study applies the discourse coalitions framework developed by Maarten Hajer to examine policy discourse on climate-induced migration. In particular, it explores how the concept of 'climate refugees' is understood, defined and contested by key actors and how this relates to the definition, within different discursive arenas, of climate-induced migration as a policy problem. Concepts from the discourse coalitions framework - namely ‘story-lines’, ‘institutional practices’ and ‘discourse coalitions’ - are taken as key units of analysis. An exploration of the discursive field of climate-induced migration identifies prominent discursive constructions of climate refugees. It also explores how these are created and reproduced through a range of institutional practices and how they are contested by specific coalitions of actors. The book concludes with an exploration of potential policy implications of discursive constructions of climate refugees.

Climate change is being observed through increased average temperatures world-wide, as well as through increased frequency of extreme events, such as floods and droughts. As climate is an uncontrollable yet essential input in the agriculture industry, the impact climate change may have on crop production in Saskatchewan is of importance. The main objective of this study is to investigate how farmers adapt to climate change by switching their crop mix, and how this crop mix may change under future climate change scenarios. A fractional multinomial logit (FMNL) model was used to assess how total area of cropland has changed over a thirty year time period. The panel data included variables to represent the land characteristics of Saskatchewan (i.e. the three major soil zones - Black, Dark Brown and Brown), climatic variables to represent average monthly temperature and precipitation, and price and policy variables in order to assess how average seeded area of each crop group changed. With these results, a simple simulation model was developed to evaluate how the area of each crop group would change under future climate scenarios.

The Intergovernmental Panel on Climate Change (IPCC) estimates that the global mean surface temperature has increased 0.6 ± 0.2 oC since 1861, and predicts an increase of 2 to 4 oC over the next 100 years. Temperature increases also affect the hydrologic cycle by directly increasing evaporation of available surface water and vegetation transpiration. Consequently, these changes can influence precipitation amounts, timings and intensity rates, and indirectly impact the flux and storage of water in surface and subsurface reservoirs (i.e., lakes, soil moisture, groundwater). In addition, there may be other associated impacts, such as sea water intrusion, water quality deterioration, potable water shortage, etc. While climate change affects surface water resources directly through changes in the major long-term climate variables such as air temperature, precipitation, and evapotranspiration, the relationship between the changing climate variables and groundwater is more complicated and poorly understood. The greater variability in rainfall could mean more frequent and prolonged periods of high or low groundwater levels, and saline intrusion in coastal aquifers due to sea level rise and resource reduction. A new integrated model system has been developed to examine this question: What are the relative effects of changes in land use and climate on the quantity and variability of river flows in relation to land use and water use management for sustainable development in a country such as Indonesia? This book describes the development of the integrated system and its implementation in Bandung basin, Indonesia. The model generates time dependent land use change patterns based on four policy-related land use change scenarios as well as time dependent climate scenarios based on IPCC SRES scenarios, and translate them into hydrological parameters for calculating the monthly discharge. The implementation results show that climate change has a greater possible impact on the change in the annual yield and monthly discharge variations and less impact on local scale discharge variation than the land use change. The superimposed effects of land use change and climate change can exacerbate the impacts, suggesting that land use management for sustainable development is very relevant. Especially, since the Intergovernmental Panel on Climate Change released its 4th Assessment Report on Climate Change in 2007 stating that climate change is indeed mainly caused by human activities. Hence, policy-makers all over the world are taking responsibility for climate protection in order to compensate for society's faults. 1The European Union sees itself as one of the driving forces behind fighting climate change and is keen to create and encourage policies or developments that might support their efforts. As proposed in the Lisbon and Gothenburg in 2000 and 2001, the European Union wants to be the most competitive and dynamic knowledge-based economy with a sustainable growth, more social cohesion as well as respect for the environment. One of the opportunities to achieve this objective is bioenergy, or in particular biofuels, which may allow for the reduction of greenhouse gas emissions, more energy security as well as the promotion of sustainable development globally and the creation of new markets. Climate change is considered as a major problem as it threatens life, livelihoods, and life supporting systems.
